City Administrator Ulrich stated that after this project has been completed and the cost to repair <br />those sprinkler heads is known he would like have the item reviewed by the Public Works <br />Committee. <br />Councilmember Kuzma stated that he would like to be a part of the Public Works discussion. He <br />referenced the Lower Rum River Water Management Organization (LRRWMO), providing <br />background information on the Joint Powers Agreement (JPA) and the decision the City made to <br />sign that based on Anoka taking ownership of the dam. He stated that part of the Third <br />Generation Plan included an item on the Anoka dam and BWSR wants to see that item addressed <br />further in the Plan. He stated that at the last meeting of the LRRWMO there was discussion <br />regarding whether to authorize Barr Engineering to complete an analysis on the dam. He <br />explained that Anoka is stating that they included the dam analysis as a structural analysis only <br />and did not want to see the water quality elements addressed. He explained that the Board of <br />Water and Soil Resources (BWSR) is requiring the water quality elements in the analysis as well. <br />He stated that before he makes a decision on moving forward with the analysis he would like the <br />input of the Council. He noted that the Chair of the LRRWMO requested to have a meeting with <br />BWSR staff and the City Managers but BWSR has refused a second meeting. <br />City Engineer Westby stated that the control plan mentioned by Anoka was stated by Anoka to <br />be only structural but BWSR has stated that they would like water quality elements included as <br />well. He stated that the cost of the analysis from Barr Engineering would be $14,800. He <br />explained that Anoka's position on the dam is that if the analysis comes back with water quality <br />elements that should be shared by the LRRWMO and Anoka would solely be responsible for <br />structural elements. <br />City Administrator Ulrich stated that the liability is not known until the analysis is done and <br />stated that it should also be clarified that Anoka would be willing to fund the costs not associated <br />with water quality. He stated that perhaps additional clarification should be made with the City <br />of Anoka. <br />Mayor Strommen returned to the meeting. <br />City Administrator Ulrich asked if a decision would need to be made at the next meeting. <br />Councilmember Kuzma stated that the decision will be made at the September meeting. <br />City Administrator Ulrich stated that at the meeting he attended with BWSR they stated that <br />even if water quality elements are identified in the analysis that does not necessarily mean that <br />the LRRWMO would have to pursue those items. He noted that additional funds may be <br />available through grants for those items. He suggested that City staff from each of the three <br />cities meet to discuss this item further. He noted that the Council could also request a <br />representative from BWSR come to speak to the Council to provide them with additional <br />clarification.
