R-1U Urban Residential:

Motion by Councilmember Cox and seconded by Councilmember DeLuca to adopt
Ordinance #87-2 rezoning a 13 acre parcel, owned by Mr. Sidney Schaumburg
and located off of Sunfish Lake Drive NW, from the existing R-IR Rural
Residential District to the R-1U Urban Residential District. (Please refer
to ordinance file for Ordinance ~87-2).

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Case #7: ..River's Bend Plaza Additional_Reauest For Tax Increment Funds:

Mr. Hartley reported that the bids for site improvements to River'.s Bend
Plaza came in at $204,435.35, exceeding by $31,435.35 the City's offer to
participate in the amount of $173,000. The developers are now requesting
additional city participation and Mr. Hartley suggested using storm sewer
funds which have been paid for oversizing by the developrs of the River's
Bend residential area. Using this approach, the City would then be
participating by paying for an additional $20,000 to $30,000 of storm sewer
on the River's Bend Plaza site.

Mr. Lyle McLaughlin stated that MN/DoT reversed it's position causing
additional expenses to be incurred. Mr. McLaughlin stated he was in favor
of Mr. Hartley's suggested approach but it would still leave a deficit.
Mr. McLaughlin proposed that Council also consider paying for half of the
cost of Xkimo Street NW and Lot 4 of River's Bend.

Council recessed at 9:05 p.m.

Mayor Reimann called the meeting back to order at 9:20 p.m.

Mr. Hartley explained that the additional costs for the project are a
result of DNR's requiring an additional amount of storm sewer work to be
done. Mr. Hartley noted that it would be consistent with the present
policy to use money from the Rum River Taxing District for storm sewers in
this area.

Councilmember Cox inquired if there are possibile deletions in the original
proposal for site improvements that could offset these additional costs.

City Engineer Raatikka replied that landscaping in Lot 2 could be deleted
and reduce the original proposal by several thousand dollars.

Motion by Councilmember Cox and seconded by Councilmember DeLuca to
authorize the City to pay for additional costs incurred by the River's Bend
Plaza project as of April 28, I987, up to a maximum of $36,260, for the
trunk storm sewer and that it be paid for from revenues previously received
for trunk storm sewer purposes.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg~ Cox,
DeLuca and Pearson. Voting No: None.

City Council/April 28, 1987
