Request For Private Easement Over Public Easement; Ca~¢ Of
Mr, Duane Williams:

Ms. Norris stated that Mr. Williams is requesting an easement over the
City's utility easement on Lot 1, Block 3, Reilley Estates, to accommodate
his driveway. The City Engineer has no problem with the request.

Motion by Councilmember Cox and seconded by Councilmember Pearson to permit
Mr. Duane Williams an access easement over the City's easement on Lot 1,
Block 3, Reilley Estates.

Motion carried. Voting Yes: Mayor Reimann, Cuncilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Case #13: Review Of Access To Now And Then Estates From 167th Avenue
N.W,:

Motion by Councilmember Cox and seconded by Councilmember DeLuca to direct
City Staff to obtain a waiver of trespass for extending Garnet Street NW
north, provided the developer pays all expenses involved.

Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, Cox,
DeLuca and Pearson. Voting No: None.

Case ~14: Comparable Worth:

Council discussed information relative to a draft report on comparable
worth.

Mayor Reimann noted that the report makes recommendations for those shown
to be underpaid and inquired if appropriate action can be taken for those
shown to be overpaid.

Mr. Hartley stated that it is possible to freeze salaries for those
positions paid beyond the acceptable level, however, he did not feel it
would be possible to make a reduction in those salaries.

Councilmember DeLuca requested that the report addresses the fact that
salaries for particular positions can be frozen.

Mr. Hartley stated that Council is free to indicate their position, either
to increase or not increase salaries.

Mayor Reimann noted receiving a call from Mr. Matt Nelson voicing his
disappointment in not having anything in writing other than the vacation
schedule.

Mr. Hartley replied that Mr. Nelson is the Business Agemt for the union and
could very well have committed an unfair labor practice in contacting Mayor
Reimann. Mr. Hartley reported that the City does not have to meet with the
Business Agent at this stage of mediation.

City Council/April 28, 1987
