· Warming houses <br />· Sewer & water for park buildings <br />· Drinking fountains <br />· Underground watering or irrigation systems <br />· Walkways (i.e, short distance trails that may direct park users from the parking lot <br /> to the athletic facilities) <br />· Athletic facilities which are managed primarily for interscholastic or semi- <br /> professional play <br />· Administrative expenses (meals, project accounting, etc.) <br /> <br />Regulations <br /> <br />The following regulations apply to any proiect receiving state grant funds and should <br />be considered during proiect development: <br /> <br />· Title VI of the Civil Rights Act of 1964 requires that no person in the United States <br /> shall~ on the grounds of race~ color~ national origin~ age~ or handicap~ be excluded <br /> from participation in~ be denied benefits of~ or be otherwise subjected to <br /> discrimination~ with respect to the use of a state-assisted park. <br /> <br />Each local unit of government receiving LAWCON/state funds must display posters <br />explaining the non-discrimination provisions of Title V]~ including compliance <br />procedures and must develop a procedure for processing Title VI related complaints. <br /> <br />· All staLe-assisted projects must comply with the handicapped accessibility standards~ <br /> as stated in Section 50A of the Federal Rehabilitation Act of 1973~ Chapter 55~ of <br /> the Minnesota State Building Code; and with the Public Services Provision of the <br /> 1983 disability amendments~ Minnesota Human Rights Act. <br /> <br />Contact the Outdoor Recreation Grants Section if you need additional information on <br />any of these regulations. <br /> <br />Application Prerequisites <br /> <br />All preliminary applications will be reviewed to determine if the following prerequisites <br />have been met:. <br /> <br />· The proposed proiect encompasses outdoor recreation facilities eligible for funding~ as <br /> specified on pages 19 of this manual. <br /> <br />· The propo8ed proiect has been identified in the comprehensive land use plan or <br /> comprehensive recreation plan of the applicant. <br /> <br />· The proposed proiect has been identified in the applicant's 5-year capital <br /> improvement program for recreation facilities, <br /> <br />· All previous LAWCON/LCMR-funded proiects have been satisfactorily closed and <br /> properly managed; or if not closed~ there must be evidence of steady progress <br /> toward completion.-- <br /> <br />· All existing facilities on the park site are adequately maintained. <br /> <br />20 <br /> <br /> <br />
