She commented there have been some requests for a later starting time for the <br />meetings, and directed staff to add the discussion of a later starting time for Park and Recreation <br />Commission meetings to the agenda of the next Commission meeting. <br /> <br />Consensus of the Commission was to schedule the March Park and Recreation Commission <br />meeting for March 4, 2004 at 6:30 p.m. <br /> <br />Case #2: Master Trail Plan <br /> <br />Parks and Utilities Supervisor Riverblood reviewed that for the past several months~ the <br />Commission has been receiving draft sections of the Master Trail Plan, and directing feedback to <br />LHB, the consulting firm assembling the document. At the Commission's December 5, 2003, <br />meeting, it was agreed that Sections 3 and 4 would be addressed in January with Sections 7 and 8 <br />during February 2004. The early drafts of these Sections 7 and 8 have been integrated into a <br />single Section 7 - addressing "Operations and Maintenance." This portion of the Master Trail <br />Plan will require more staff input than the other subjects within the plan. <br /> <br />Parks and Utilities Supervisor Riverblood stated it is staff's projection that a final draft may be <br />available for Park and Recreation Commission approval on or before the regular April meeting. <br />The Commission will note that to date there have not been Ramsey specific pictures within the <br />draft sections, but rather, place "holders." These photos can be taken in late May or early June, <br />and then added to the appropriate places in the text, for submittal to Council. <br /> <br />Parks and Utilities Supervisor Riverblood advised that the City needs to make sure there are not <br />holes in their current plan. The Greenway Plan and the existing trail routing plans are being <br />worked on to be sure there are not any voids. The map will be forwarded to the Commission in <br />at least two sections. <br /> <br />Commissioner Olds inquired if there would be an appendix or addendum to the maintenance <br />schedule. <br /> <br />Parks and Utilities Supervisor Riverblood replied corrections are being made to the inventory on <br />page 43. <br /> <br />Commissioner Ostrum suggested Operations and Maintenance be referred to as O & M on the <br />first page, as it is referred to this way through the rest of the document. <br /> <br />Parks and Utilities Supervisor Riverblood informed the Commission that trail signage will need <br />to be addressed. He explained the City will be working to benefit from opportunities for trail <br />overlays when major improvements are planned on roads. He explained training may be a larger <br />issue, and still needs to be addressed. <br /> <br />Consensus of the Commission was to review the Master Trail Plan at the April meeting. <br /> <br />Parks and Utilities Supervisor Mark Riverblood indicated the Commission may receive the <br />mapping prior to the April meeting. <br /> <br />Park and Recreation Commission/February 19, 2004 <br /> Page 3 of 7 <br /> <br /> <br />
