Motion by Commissioner Johnson, seconded by Chairperson Nixt to recommend that the City <br />Council adopt Findings of Fact relating to Stephen Graunke's request for a home occupation <br />permit, favorable to the applicant. <br />Motion carried. Absent: Commissioner Brauer. <br />Case #2: Request for an Interim Use Permit to Allow for Outdoor Storage as a <br />Principal Use in the E-1 Employment District; Case of Nohad Loabnch <br />Presentation <br />Associate Planner Wald advised Nohad Loabnch of Metro Environmental Site Services Inc. has <br />submitted an application for an Interim Use Permit to allow for outdoor storage of construction <br />trailers and boxes as a principal use on the property located off of 156th Avenue situated within <br />West Radium Industrial Park. She noted this is at the border of Ramsey and Elk River. <br />Associate Planner Wald stated Mr. Loabnch's property is approximately two acres in size and is <br />zoned E- l Employment. She indicated the applicant owns Metro Environmental Site Services <br />Inc., which requires storage of three construction boxes and three trailers. City Code states <br />outside storage of equipment is permitted with the issuance of a conditional use permit. She <br />stated the applicant decided to apply for an interim use permit due to the fact that he does not <br />plan on utilizing the subject property for outside storage as a principal use for the life of the <br />property. <br />Associate Planner Wald advised the subject property is surrounded by properties that are zoned <br />E-1, B-2 and Planned Unit Development. The proposed use will have minimal impact to the <br />property since the applicant does not need to utilize the equipment on a daily basis. She stated <br />the construction boxes and trailers are brought to a project site and left at the site until the project <br />is complete, which ranges from three weeks to several months. She indicated the equipment <br />would then be transported back to the Ramsey parcel until the start of another project. <br />Associate Planner Wald explained the interim use permit request is for a maximum of four years. <br />Staff is recommending that the applicant be required to install Class 5, at least two inches in <br />depth, and store the equipment within the surfaced area in a neat and orderly manner.
