Public Input <br />Kevin Lynnes stated he owns the property due east, which is Lot 1, Block 1. He indicated they <br />are currently using the property for this purpose, and he alerted the City to that fact. He stated he <br />built a nice building, and spent a lot of money, with the understanding this was an industrial park, <br />not trailer storage. He indicated the applicant is parking cars on the street as well. <br />Mr. Lynnes indicated he does not think Class 5 is fair when he had to spend $56,000 for asphalt, <br />and $10,000 for curb, not to mention planting trees and shrubs. He stated they have paid <br />$106,000 to meet City requirements, and pay $30,000 a year in taxes. He indicated he has done <br />everything to meet the City requirements, but is surrounded with junk. He expressed that his <br />property value is depreciating. He stated they were told the city was cleaning up Highway 10, <br />but he is still surrounded by junk. <br />Mr. Loabnch indicated he is the owner's brother. He stated they just purchased the property four <br />weeks ago, and their business address is in Elk River. He indicated they are not operating a <br />business there. IIe stated it is in their plans to build a 10,000 square foot warehouse building in <br />another location in Ramsey. <br />Mr. Loabnch indicated they have clean containers with heavy equipment, and need somewhere to <br />store then. He stated if Mr. Lynnes is saying he saw cars there in the last two weeks it is because <br />they have been making sure the property is secure and everything is locked up, since they just <br />bought the property. IIe advised the reason they asked for a four year permit is because they are <br />building a 10,000 square foot building and will be able to store the items there until the new <br />facility is completed. <br />Associate Planner Wald advised that subsequent to Mr. Lynes site plan approval, City Code was <br />revised. She stated the way City Code reads now, outdoor storage is permitted as a main use, <br />with conditions. <br />Chairperson Nixt added that given that, they would normally grant approval unless there were <br />unusual circumstances. He asked if the applicant would put down Class 5 material. <br />Mr. Loabnch stated they already have Class 5 there. He indicated they bring these containers to <br />the site and leave them there, adding that two containers are full of scaffolding. <br />Commissioner Johnson asked when they were proposing to start the warehouse. <br />Mr. Loabnch indicated probably next year. <br />Commissioner Johnson asked what the long term use is for this property. <br />Mr. Loabnch stated he does not know.
