I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />6. <br /> <br />7. <br /> <br />Public Facilities Policies <br /> <br />Shoreland areas which are not suitable for urban development because <br />of susceptibility to flooding, high ground water levels, or steep <br />slopes should be acquired or dedicated during platting for park pur- <br />poses. <br /> <br />Continuous trails will be provided on both sides of the Mississippi <br />River for pedestrian and bicycle use. Where direct access is not <br />possible, existing streets will be used as part of the trail system <br />and identified with signs. In the undeveloped areas, as land is <br />platted either easements or land dedication shall provide for a con- <br />tinuous trail. If land dedicated for trails is not 'adjacent to <br />the river, it must provide other amenities such as woodlands or <br />scenic vistas. <br /> <br />Trails shall be designed with bituminous surface and separation of <br />bicycle and pedestrian traffic where possible. <br /> <br />Because the Coon Rapids Pool is now more accessible to boat users, <br />the Hennepin County Park Reserve District and other appropriate <br />agencies should investigate the need to limit boat access, limit size <br />of motors or other water use regulations to insure the safety of those <br />using the facility. <br /> <br />The Minnesota Department of Transportation should amend its existing <br />regulations to prohibit seaplane activity-on the Mississippi within <br />the Metropolitan Area. <br /> <br />Ramsey's Thoroughfare Plan shall investigate the need for a collector <br />street south of U.S. Highway 10 in addition to a service drive. <br /> <br />No new accesses will be allowed onto U.S. Highway 10 with service roads <br />providing access to all property along the highway. Property with access <br />onto U.S. Highway 10 at the present time shall be eliminated as the <br />service roads become available. <br /> <br />6O <br /> <br /> <br />
