North of the TH 52 bridge, the river is characterized by sand bars, holes, <br />and shallows. In addition, this area has a series of islands, the most <br />notable being C~oquet, Goodin, and Foster. Publicly owned land along this <br />reach of the river includes the Mississippi West Park (including Foster <br />Island), controlled by Anoka County; and Daytonport Rest Area, which is <br />owned and operated by the Minnesota Department of Transportation. The <br />Metropolitan Council's Park Plan also designates the River Islands as future <br />regional park facilities. <br /> <br />PLANNING REQUIREMENTS <br /> <br />The boundaries of the Critical Area have been defined, and it is the respon- <br />sibility of the communities to adopt plans which protect the Mississippi <br /> <br />River from adverse development. Protection of that portion of the community <br />within the Critical Area will require the equivalent of a Comprehensive Plan <br />for the river corridor. Planning for the Mississippi River Corridor and <br />establishing appropriate policies requires a greater understanding of environ- <br />mental concerns, land use concerns, and public facilities concerns (includes <br />transportation plan, sewer plan, utilities, and open space and recreational <br />needs).
