I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br /> <br />'1 <br /> I <br /> I <br /> I <br /> <br />FACILITY CLOSURE PLAN <br /> The following facility closure plan follows the general format of <br />Section V, Subsection 5, of the Anoka County Solid Waste Ordinance No. <br />83-3. Items in that subsection are combined as appropriate in the <br />following discussion. <br /> 1. Notification of Closure <br /> The Anoka County Department of Comprehensive Health (Department) <br />will be notified at least ninety (90) days prior to termination of <br />landfilling activity. A planned closure date and arrangements for <br />compliance with the closure program will be included in the <br />notification. The Department will also be notified of compliance of <br />the following regulations within five days of the specified due date. <br />Regular customers of the landfill will be given written notification of <br />the site's closure date not less than sixty (60) days prior to <br />completion of landfilling activity. The same notification will be <br />repeated not less than 30 days prior to completion and again upon <br />cessation of landfitling activity. All notifications will contain <br />information regarding alternative disposal sites. <br /> <br /> Notices will be published in newspapers serving Anoka County <br />indicating date of site closure and location of alternative disposal <br />facilities. The notices will be published on three occasions, the <br />first at least sixty (60) days and no more than ninety (90) days prior <br />to closure, the second at least thirty (30) and not more than sixty <br />(60) days prior to closure, and the final notice upon completion of <br />landfilling activity. <br /> <br /> The landfill operator will post a sign at the site's gate and in <br />the gate attendant's window sixty (60) days prior to and until 120 days <br />after completion of landfilling activity notifying landfill customers <br /> <br />of the closure date and locations of alternative disposal facilities. <br /> 2. Securit~ <br /> After closure, only those persons authorized by the landfill <br />operator and/or owner will be permitted on the site to perform closure <br />and post-closure duties outlined in this report. Existing fencing will <br />be maintained around the perimeter of the site. The on-site access <br />point will remain locked to restrict further use and unauthorized <br />access to the site. <br /> <br /> <br />
