Responsible Part~ <br /> At the time of closure, the landfill operator will provide the <br />MPCA and the Department with the name, address, and telephone number of <br /> <br />the person responsible for the facility during the post-closure period. <br /> 4. Final Cover <br /> During the closure period, areas not yet completed will be brought <br />to final grade and at least 2~ feet of cover material will be placed, <br />graded and compacted. Final cover placement and grading shall con,mence <br />no later than 30 days prior to, and be completed no later than thirty <br />(30) days following, cessation of landfilling activity. <br /> Final cover shall be as defined in Section 7, Subsection 25 of the <br />County of Anoka's Solid Waste Ordinance Nos. 73-1, 82-], 83-2 and 83-3. <br /> <br /> After the covering activity has been completed, the Department <br />shall be notified and allowed access to the site in order to inspect <br />the final cover. <br /> The placement of final cover may be delayed beyond the above time <br />limits, in the event of adverse weather conditions, provided that short <br />term erosion control measures are implemented and that the work delay <br /> <br />is approved by the Department. 5. Vegetation <br /> As areas are completed during the remaining active life of the <br />site, vegetation will be established on final covered fill areas. This <br />will substantially reduce the acreage that will require turf <br />establishment during the closure period. Within sixty (60) days after <br />the site has ceased to accept wastes and following Department approval <br />of the final cover, the finished surface shall be seeded, mulched, and <br />fertilized in accordance with the County of Anoka'$ Solid Waste <br />Ordinance, this plan, and license conditions. <br /> <br /> Areas previously covered and seeded shall be re-inspected at this <br />time for adequacy of turf cover. Those areas lacking adequate <br />vegetation will be seeded and procedures taken (fertilization, <br />mulching, etc.) to ensure adequate establishment of turf. <br /> <br /> <br />
