I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> FACILIIY POST-CtOSUR[ PLAN <br /> The licensee and the owner of the facility and any successor in <br />interest will be responsible for the post-closure care of the site. <br />The post-closure period begins at the termination of the closure period <br />and continues for a minimum of five (5) years. The County Board may <br />extend the five (5) year post-closure period by up to an additional ten <br />(10) years to provide time to correct and/or monitor problems with <br />leachate, methane, turf or final cover. The following post-closure <br />work may be delayed in the event of adverse weather conditions, upon <br />the approval of the Department, until a change in weather conditions <br />renders such work activities practical. <br /> <br /> The following facility post-closure operational plan follows the <br />format of Section V, Subsection 6, of the Anoka County Solid Waste <br />Ordinance No. 83-3. Items in that subsection are combined as <br />appropriate in the following discussion. <br /> 1. Inspection <br /> Two times a year (April and September), routine inspection of the <br />site will.be performed. The inspection will include an evaluation of <br />soil erosion, sedimentation, vegetative cover maintenance, groundwater <br />monitoring wells, soil gas monitoring probes, gas migration control <br />equipment, and site security to determine their condition. <br /> 2. Maintenance <br /> If inspection of the site reveals problems with the cover material <br />or the vegetation, corrective measures will be taken. In the event <br />that gullying or excessive erosion occurs, additional cover soil will <br />be placed and compacted and measures taken to prevent further <br />occurrence of the problem. <br /> <br /> If there are areas where the cover vegetation is poorly <br />established or otherwise stressed, reseeding and/or growth and <br />development measures will be instituted and an adequate turf <br />established. <br /> Any equipment found to need repairs during a routine inspection <br />will likewise be repaired. This includes security fence, gates, <br />monitoring wells, gas measurement and collection systems, and <br />storn~ater runoff structures. <br /> <br /> <br />
