I <br />I <br /> <br /> I <br /> I <br /> I <br /> I <br /> <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Minutes from Park Board meeting of March 13 <br />Page Two <br /> <br /> Fritz Anderson from Community Schools told the Park Board there are 125 teams <br />registered in the adult softball league, 27 teams on Monday, 23 teams on Tuesday, <br />31 teams on Wednesday, 35 teams on Thursday and 9 teams on Friday. The fields <br />which will be used are 6 teams at Ward I, 6 teams at Ward II, 4 teams at Sunny <br />Acres I, 4 teams at Sunny Acres II, 4 teams at Sunny Acres III, 4 teams at Sunny <br />Acres 4 and 6 teams at Castle I, for a total of 34 teams. Mr. Anderson outlined <br />the soccer schedule as well. He has (1) under 10 team, (2) under 12 teams, (2) <br />under 14 teams and (2) under 16 teams for boys. Girls teams include (1) under <br />12 and (1) under 19. There are two adult teams. <br /> <br /> Mr. Gardner asked Mr. Anderson why Anoka does not use 65' bases instead of <br />60' Mr. Anderson said in most cases there isn't enough room for 65' and he <br />doesn't think he will get any complaints from the players. Mr. Anderson said <br />they are not using the 65' bases in Coon Rapids either. It was mentioned that <br />being Sunny Acres is under construction there would not be enough soccer fields. <br />Mr. Brandenburg said they are hoping to start working on the soccer fields by <br />May 15 and hopefully they will be ready by June 1. There was some discussion <br />on what fields will be used for soccer. Mr. Anderson said we will be using the <br />fields at Lincoln and we will also be able to use five fields at Ramsey this <br />year. Ramsey plans to have more fields ready next year. It's possible that <br />Andover may have some fields available for this year also. Mr. Brandenburg <br />said that at the Quad Cities meeting Mr. Merle Prochniak from the City of Ando- <br />ver's Park and Recreation Board said that in the past no one has asked for the <br />use of their fields and that Mr. Anderson should check with them for availability <br />of their fields. Mr. Anderson said he would follow up on this and find out if <br />they will be able to maintain these fields. <br /> <br /> The next item of discussion was an excerpt from the Anoka City Council meet- <br />ing of April 16, 1984 where Mayor Tom Gamec of the City of Ramsey spoke on the <br />open forum regarding non-resident fees. Mr. Gamec questioned whether these fees <br />are necessary to play on fields in Anoka. Mr. Anderson stated that the people <br />who work in Anoka but don't live here and the Ramsey residents are the only people <br />from whom we collect non-resident fees. Mr. Anderson explained that when Ramsey <br />has fields which the City of Anoka can use that the non-resident fees could be <br />dropped. Mr. Anderson stated the non-resident fees have been in existence for <br />at least five years and Mr. Springer said he thought the $5.00 fee was utinimal. <br />Mr. Zahn suggested the Park Board invite Mr. Gamec to the next meeting and any <br />questions he has could be answered at that time. After discussing this further, <br />Mr. Zahn said that Mr. Anderson, Mr. Brandenburg and himself would be happy to <br />sit down with Mr. Gamec and discuss non-resident fees. A copy of the minutes <br />will be sent to Mr. Gamec for his information. <br /> <br /> Discussion followed on the Position Statement which was drafted by the Anoka <br /> Recreation Advisory Council Sub-Committee. (See attached) Mr. Brandenburg said <br /> that Andover is having a problem with funding and, therefore, cannot develop their <br /> facilities. Mr. Brandenburg said he has met with the Department of Energy and <br />iEconomic Development and pointed out to the Quad Cities Board that they are now <br />recommending active recreation centers in rural areas for funding. Mr. Brandenburg <br />.referred to a letter which was sent to the Park Board regarding this issue and it <br />was suggested that we send a copy of this letter to l~r. Gamec. It was mentioned <br />5that the surrounding communities are going to have problems until they get their <br />'own park systems off and running. Discussion then followed on the Position State- <br />· ment which was drafted by the Quad Cities Recreation Advisory Committee to be pre- <br />sented to their respective governmental agencies. There are three major recommen- <br />dations which are as follows: 1) That each community develop their own active <br />recreational facilities, 2) Establish a two year time frame whereby each community <br />.has the opportunity to develop their recreational centers and 3) If, after two <br />.years, communities have not completed the development of these active recreation <br />'centers and have made no firm commitment as to their completion dates, the ~ommitt~ <br /> <br /> <br />
