Mr. Springer made a motion <br />to forward this posit~on statement to the City Council. Gene Gardner seconded the <br />motion. Upon roll call vote, Park Board members Anderla, Ridge, Gardner, Springer, <br />Zahn, Hammer and Hornsby voted yes. Motion carried. Mr. Brandenburg stated he <br />would like someone from the Park Board, to be present at the City Council meeting <br />when this Position Statement is presented. Park Board members Springer, Zahn and <br />Anderla said they will attend this meeting. Mr. Hammer suggested that after the <br />communities involved in this Quad Cities Recreation Advisory Committee provide <br />input from their respective governmental agencies that this item should be discussed <br />again at the next Park Board meeting. <br /> <br /> Mr. Steve Askew, from the Lincoln School PTA, was present to discuss the need <br />for improvements at Lincoln Playground. Mr. Brandepburg outlined in a letter to <br />the Park Board that he is proposing 'some cosmetic changes and improvements to the <br />fields for 1984 and the remainder of the project would be proposed as capital im- <br />provements for 1985. Mr. Brandenburg said they would remove the problem of sand <br />washing into the agricultural lime infield area by terracing the side banks. Mr. <br />Anderla asked Mr. Askew if there was a possibility that the PTA would be willing <br />to donate some money toward this project. Mr. Askew responded by saying'that he <br />felt this money should come out of the School District budget. Mr. Askew said <br />there is a nucleus of parent and teacher support for this project and that by 1985 <br />there is a possibility that the School District and the City can pursue this as a <br />joint effort. Mr. Zahn made a motion that the City proceed with the cosmetic <br />changes in 1984 and the remainder be considered for 1985 capital improvements. <br />Mr. Hammer seconded the motion, motion carried. This will be brought up again at <br />the June or July Park Board meeting. <br /> <br /> Mr. Pat Collier, from the Minnesota Coursing Association, was at the meeting <br />to request the use of Rum River Park for a Dog Trial on Sunday, April 29. Mr. <br />Collier said he would need a 20 acre parcel of land. They would bring their own <br />equipment to prepare for this trial so no maintenance would be required by the City. <br />Mr. Collier said there would be about fifty dogs and he would need the park for <br />about five hours. He explained this is a non-profit organization and they carry <br />their ovm liability and damage insurance. Mr. Anderla asked where they would park <br />their cars and Mr. Brandenburg said they could use the Senior High parking lot. <br />Mr. Gardner made a motion to go ahead and accept the application for this Dog Trial, <br />contingent upon parking facilities being available at the Senior High. Mr. Ridge <br />seconded, motion carried. <br /> <br /> Mr. Brandenburg presented a Softball Tournament Application to 'the Park Board <br />for Ornery's for which he recommended approval. Mr. Gardner made a motion to recom- <br />mend approval of Ornery's Softball Tournament Application. Mr. Ridge seconded, mo- <br />tion carried. <br /> <br /> Next, Mr. Brandenburg gave an update on the construction of the building at <br />Sunny Acres. He stated that bids have been approved by the City Council for this <br />structure and he would be meeting with the contractor on Thursday morning, April <br />19 for a pre-construction meeting and the signing of contracts. Mr. Anderla asked <br />if any shrubs would be put around the structure because it may generate noise for <br />the houses in the area. Mr. Brandenburg said we do have a buffer around the park <br />for this purpose. Mr. Brandenburg said the structure will be constructed with a <br />gray textured block. There will not be lights right away. Mr. Hornsby asked how <br />the bids came in compared to the Engineer's estimate. Mr. Brandenburg said the <br />entire Sunny Acres project will cost an extra $15,000 which will be funded from <br />Revenue Sharing. Mr. Hammer suggested Mr. Brandenburg put Boston Ivy on the north <br />and east sides of the building. <br /> <br /> <br />
