I <br />I <br />I <br />I <br />i <br />I <br /> <br />Page Three <br /> <br />HOUSING PERFORMANCE POINTS <br /> <br />The Metropolitan Council considers a communities' performance in providing low- <br />and moderate-income housing opportunities as part of its review of your LAWCON/ <br />LCMR grant application (see review criteria 3). The Council°s Housing Perform- <br />ance Points have been revised for this year and should have been received by <br />your city manager, administrator or clerk no later than March 30. If you have <br />questions or concerns regarding the points awarded, contact Wayne Nelson at <br />291-6406. No revisions to your communities' Housing Performance Points will be <br />made after April 27 for the purpose of evaluating your LAWCON/LCMR grant <br />application. <br /> <br />METROPOLITAN COUNCIL CRITERIA FOR REVIEWING/ALLOCATING FY '85 LAWCON/LCMR GRANTS <br /> <br />I <br />I <br />I <br />I <br />I <br />i <br />I <br />I <br />I <br />I <br />i <br /> I <br /> I <br /> <br />On March 8, 1984, the Metropolitan Council adopted the following criteria for <br />reviewing FY '85 LAWCON/LCMR grant applications and reconinended allocations of <br />grants among Policy Planning Areas. <br /> <br />REVIEW CRITERIA <br /> <br />1. Recreation criteria for FY '85 LAWCON/LCMR grants will consider the <br /> following factors: <br /> <br />Points Factor <br /> <br />125 <br /> <br />Need for the project based on population served and uniqueness of <br />project in local park system. <br /> <br />125 <br /> <br />40 <br /> <br />Suitability of the project site to accommodate the proposed <br />recreation facilities and proper design of the facilities. <br /> <br />Ability of sponsor to adequately maintain and program the <br />proposed recreation facility on the project site. <br /> <br />35 <br /> <br />Measure the sponsor°s fiscal effort for financing its park system. <br /> <br />25 <br /> <br />Measuring the sponsor's use of proper budgeting procedures; park <br />land acquisition/development ordinance; natural resource protec- <br />tion ordinance; and citizen participation in deciding what the <br />application should be. <br /> <br />25 <br /> <br />Bonus points for projects that protect/provide access to signifi- <br />cant natural resource areas (15); whether project site is under <br />threat of being lost for other land uses {10); if it improves <br />health and safety factors in using the park; and increases usa- <br />bility for the elderly or handicapped. <br /> <br />375 Total <br /> <br />All applications which meet or exceed ?0 percent of the "need" and "site <br />suitability/design'm points in the recreation criteria (175 out of 250) will <br />be eligible for a FY '85 LAWCON/LCMR grant. <br /> <br /> <br />
