Community Development Director Gladhill explained the lots were very shallow, which meant <br />there was not room for sidewalks. Staff supported the development not having sidewalks. <br />Bill Gleason, 8100 36th Avenue in New Hope, discussed the subject property and his plans for <br />the site. He thanked staff for their assistance with this project. It was his understanding this <br />property was never planned to have sidewalks on both sides of the street. He discussed his plans <br />for a privacy buffer along the trail and believed the proposed homes would meet a growing need <br />for one level living in the community. <br />Chairperson Levine questioned what direction staff was seeking from the Planning Commission. <br />Community Development Director Gladhill explained staff was requesting the Commission <br />discuss the plans and direct the applicant to proceed moving forward with the Preliminary Plat <br />design based on the concept plan. <br />Commissioner Andrusko offered his support of the general concept plan and was pleased the <br />applicant was considering screening along the trail. <br />Commissioner VanScoy agreed and understood this was a challenging property. He appreciated <br />the creative concept plan the applicant had generated. <br />Commissioner Nosan believed the proposed product would be a great addition to the community. <br />The consensus of the Planning Commission was to direct the applicant to proceed forward with <br />Preliminary Plat design, with/without sidewalks on the internal public roads (Willemite Street, <br />147th Terrace, and Xenolith Street). <br />5.06: Consider Master Parks Plan for The COR <br />Presentation <br />Parks & Assistant Public Works Superintendent Riverblood presented the Staff Report stating <br />the purpose of this case is to consider recent refinements to the concept plans for three distinct <br />elements of the Public Realm in The COR; known as Municipal Plaza, the proposed greenway, <br />and the water -centric park often referred to as 'Lake Ramsey'. Additionally, this review will <br />engage the Commission in the rationale to the enhancements to the concept plans, and explore <br />how the adjoining land -uses benefit from a cogently designed and interconnected park, trail and <br />stormwater system. Staff outlined the planning processes and options for Municipal Plaza and <br />the greenway—concluding with a more detailed examination of the water -centric park with an <br />emphasis on how features of this park will benefit the goals of the community in the near term — <br />and for the future. Staff reviewed the preliminary park plans, requested feedback from the <br />Commission and recommended approval of the Parks Plan. <br />Planning Commission/October 6, 2016 <br />Page 11 of 13 <br />
