If the results of the monitoring program for <br />ground water indicates that leachate from the landfill is causing <br />a violation of appropriate standards, the permittee shall submit <br />to the Director for approval a detailed contingency plan. The <br />contingency plan shall identify the sPecific measures needed to <br />mitigate adverse impacts of leachate on ground water and surface <br />water. <br /> <br />PART III. CLOSURE AND POST-CLOSURE CARE <br /> <br />A. Closure. The permittee shall close the site in the following <br /> manner: <br /> <br />Procedures shall be implemented to notify the media and <br />the public of the closing and designation of a substitute <br />site. <br /> <br />2. Access to the site shall be restricted. <br /> <br />Final cover shall be placed over all fill areas in <br />accordance with Part II.E. of this permit. <br /> <br />Surface water drainage shall be diverted around and <br />away from the disposal area in accordance with the <br />.approved final contour plans dated June, 1983 and <br />July l, 1983. Final grades shall be at least two <br />percent and no greater than 25 percent. <br /> <br />A detailed description, including a plat, shall be <br />recorded with the County Register of Deeds. The <br />description shall include general types and locations <br />of wastes, depth of fill, and other information.of <br />interest to potential landowners. <br /> <br />B. Post-Closure Care. The permittee shall implement' the following <br /> post-closure measures: <br /> <br />Long term care'measures shall be instituted to maintain <br />and repair all slopes, swales, settlement points, erosion <br />damage, monitoring points, and damage to vegetation. The <br />site shall be inspected by the permittee on a quarterly <br />basis for the first three years, thereafter on a schedule <br />to be determined by the Director. <br /> <br />e <br /> <br />Monitoring and reporting as specified in Part II.C. and D. <br />of this permit shall continue for five years'~after.the site <br />is closed, whereupon the monitoring program will be <br />re-evaluated by the Director. Recommendations will be made <br /> <br /> <br />
