FINDINGS OF FACT <br /> <br /> River's Bend <br />Environmental Assessment Worksheet <br /> <br />The City of Ramsey proposes to develop River's Bend which is a single <br />family residential development. The proposed development requires the <br />construction of municipal utilities and a municipal water system. An <br />Environmental Assessment Worksheet (EAW) has been prepared pursuant to <br />6 MCAR 3.038 The EAW and other pertinent information have been <br />reviewed in accordance with 6 MCAR 3.028D to determine whether the <br />project has the potential for significant environmental effects. The <br />findings and conclusion of that review are contained in this document. <br />References are cited in brackets at the end of each section. <br /> <br />I. TYPE, EXTENT AND REVERSIBILITY OF ENVIRONMENTAL EFFECTS <br /> <br />Project Size and Cost <br />The proposed project area is 70.0 acres and is located in the <br />southeast corner of the City of Ramsey between S.T.H. #47 and <br />the Rum River. The development includes 151 single family <br />residental units. The estimated cost of the development <br />including utilities and structures is estimated to be <br />$11,000,000. (EAW) <br /> <br />B. Permits and Approvals <br /> <br />Permits and approvals required for the project are MPCA Sewer <br />Extension Permit, DNR appropriation of waters for domestic and <br />dewatering purposes, DNR permit to discharge storm water, <br />Minnesota Department of Health Plan Approval, MWCC permit for <br />sewer extensions, MN/DOT entrance permit to T.H. 47, DNR permit <br />to alter a wetland and U.S. Army Corps of Engineers permit to <br />fill a wetland and install storm water outfall in the Rum River.ii!iiiii!i!!i.iii <br />(EAW) <br /> <br />C. Land Use and Local Plans and Ordinances <br /> <br />The proposed P.U.D. is located in the 1990 Urban Area of the <br />City. The project is consistent with the proposed land use, the <br />City's Comprehensive Plan and the City's Zoning Ordinance. <br /> <br /> <br />
