FINDINGS OF FACT River's Bend Environmental Assessment Worksheet The City of Ramsey proposes to develop River's Bend which is a single family residential development. The proposed development requires the construction of municipal utilities and a municipal water system. An Environmental Assessment Worksheet (EAW) has been prepared pursuant to 6 MCAR 3.038 The EAW and other pertinent information have been reviewed in accordance with 6 MCAR 3.028D to determine whether the project has the potential for significant environmental effects. The findings and conclusion of that review are contained in this document. References are cited in brackets at the end of each section. I. TYPE, EXTENT AND REVERSIBILITY OF ENVIRONMENTAL EFFECTS Project Size and Cost The proposed project area is 70.0 acres and is located in the southeast corner of the City of Ramsey between S.T.H. #47 and the Rum River. The development includes 151 single family residental units. The estimated cost of the development including utilities and structures is estimated to be $11,000,000. (EAW) B. Permits and Approvals Permits and approvals required for the project are MPCA Sewer Extension Permit, DNR appropriation of waters for domestic and dewatering purposes, DNR permit to discharge storm water, Minnesota Department of Health Plan Approval, MWCC permit for sewer extensions, MN/DOT entrance permit to T.H. 47, DNR permit to alter a wetland and U.S. Army Corps of Engineers permit to fill a wetland and install storm water outfall in the Rum River.ii!iiiii!i!!i.iii (EAW) C. Land Use and Local Plans and Ordinances The proposed P.U.D. is located in the 1990 Urban Area of the City. The project is consistent with the proposed land use, the City's Comprehensive Plan and the City's Zoning Ordinance.
