I
I

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Findings of Fact
River's Bend
Page 2 July 1984

D. Topography, Soils and Geology

The topography on the project is rolling, ranging in elevation
from approximately 848 to 888 feet above sea level. The soils
on the project site consist of Sartell fine sand, Dickman sandy
loam, Becker sandy loam, Nymore loamy sand and Marsh. The
geology in the area consists of 130 feet of glacial drift, 30
feet of the ST. Lawrence formation, 220 feet of the Franconia
Formation, 50 feet of the Ironton Galesville formation under-
lain by the Eau Claire, Mt. Simon and Hinckley formations.
(EAW, Anoka Co. Soils Survey and the City's Comprehensive Water
Study)

Ground Water

The ground water ranges from 0 to 35 feet below the surface and
will be encountered during the construction of a portion of the
public utilities. Consequently, dewatering will be required
during construction using wells, well points, sump pumps and
deep wells. Once the project is complete ground water levels
will return to normal. Ground water quality should not be
affected by this project since the ground water will exert a
positive pressure on the proposed sewers and seep into them
rather than have the wastewater seep out. Infiltration rates
will be limited to 100 gallons/day/inch of diameter/mile. (Eaw
and City's Comprehensive Sewer Plan)

Shorelands, Floodplains, Wetlands, and Rivers

The proposed development will be consistent with DNR's Shoreland
regulations. Also rezoning of the floodplain has been approved
by DNR. There is a protected wetland (No. 2-680 w) within the
development which will be altered. A permit to alter the wet-
land will be obtained from the DNR (Comments to EAW).

G. Surface Water Quality

Disposal of wastewater from the project will be made through the
MWCC interceptors, with treatment at the Anoka Treatment Plant.

Surface water runoff from the project will flow into wetland
No.2-680 w-and the Rum River. Permits to discharge into the Rum
River will be applied for from DNR. The wetland will serve as a
sedmentation basin for the stormwater. (EAW)
