It was the consensus of the Council to direct the applicant to proceed forward with Preliminary <br />Plat design, without sidewalks on the internal public roads (Willemite Street, 147th Terrace, and <br />Xenolith Street), except as already indicated on the Sketch Plan. <br />7.02: Consider a Request for a Comprehensive Plan Amendment for a Proposed <br />Development, Woodlands 4th Addition (Project #16-102); Case of Lennar <br />Community Development Director Gladhill reviewed the staff report and recommendation to <br />adopt Resolution #16-10-186 directing staff to submit to the Metropolitan Council the <br />Comprehensive Plan Amendment to re -guide the subject property from Rural Developing to Low <br />Density Residential and to approve said Comprehensive Plan Amendment contingent upon <br />approval by the Metropolitan Council. The proposed amendment and the concept plan for the <br />additional 12 lots should not be detrimental to surrounding neighborhoods nor does it negatively <br />impact public safety or infrastructure. He stated that there was a question from a <br />Councilmember as to whether the cost for repair of a median that was a private amenity of Sweet <br />Bay Ridge could be shared with the developer. He noted that the developer is open to having <br />those discussions. <br />Motion by Councilmember LeTourneau, seconded by Councilmember Williams, to Adopt <br />Resolution #16-10-186 Identifying Findings, Approving a Comprehensive Plan Amendment, <br />Contingent upon Metropolitan Council Approval, to Change a Land Use Designation on the <br />Subject Property from Rural Developing to Low Density Residential, and Authorizing City Staff <br />to Submit an Application to the Metropolitan Council for an Amendment to the Comprehensive <br />Plan. <br />Further discussion: Councilmember LeTourneau stated he did not include the language regarding <br />the cost share of the median as he believed that could be done separately of this action. Mayor <br />Strommen commented that she is pleased to see the development turn around, noting that Lennar <br />is now interested in adding another phase to their development. Councilmember Kuzma asked <br />for the opinion of Lennar regarding cost -sharing the median work. Paul Tibon, Lennar, thanked <br />staff and the Council for their support as they move forward. He stated that he did not have a <br />definitive answer regarding the median, noting that they would be willing to continue discussions <br />with staff as he could see both sides of the argument and noted that the decision is not in his <br />hands. Mayor Strommen stated that is understandable. She noted that this was a learning <br />experience for the City in terms of development amenities and their maintenance specifically be <br />addressed in purchase agreements. Councilmember Riley confirmed the consensus of the <br />Council to continue discussions regarding cost -share of the median repair. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers LeTourneau, Williams, Johns, <br />Riley, and Shryock.
