Community Development Director Gladhill reviewed the staff report and recommendation to <br />approve the Comprehensive Plan amendment (subject to review and approval by the <br />Metropolitan Council), the rezoning of the subject property and the Preliminary Plat, contingent <br />upon compliance with the Staff Review Letter dated September 30, 2016. He stated that staff <br />believes that the proposed development is reasonable, compatible with the character of the <br />surrounding Brookfield development, and minimizes impacts to higher quality woodlands (there <br />is an existing Conservation and Trail Easement in place over portions of all lots that abut Trott <br />Brook) and wetlands. <br />Motion by Councilmember Shryock, seconded by Councilmember Riley, to Adopt Resolution <br />#16-10-185 Identifying Findings, Approving a Comprehensive Plan Amendment, Contingent <br />Upon Metropolitan Council Approval, to Change a Land Use Designation on the Proposed Plat <br />of Brookfield Eighth Addition from Rural Developing to Low Density Residential, and <br />Authorizing City Staff to Submit an Application to the Metropolitan Council for an Amendment <br />to the Comprehensive Plan. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Shryock, Riley, Johns, <br />Kuzma, LeTourneau, and Williams. Voting No: None. <br />Motion by Councilmember Kuzma, seconded by Councilmember LeTourneau, to Introduce <br />Ordinance #16-10 Amending Section 117-90 "Map" of Chapter 117 of the City Code of Ramsey, <br />Minnesota. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Kuzma, LeTourneau, Johns, <br />Riley, Shryock, and Williams. Voting No: None. <br />Motion by Councilmember Johns, seconded by Councilmember Riley, Adopt Resolution #16-10- <br />188 Granting Preliminary Plat Approval of Brookfield Eighth Addition. <br />Motion carried. Voting Yes: Mayor Strommen, Councilmembers Johns, Riley, Kuzma, <br />LeTourneau, Shryock, and Williams. Voting No: None. <br />7.04: Introduce Ordinance #16-11 Amending Ramsey City Code by Deleting Article VIII <br />Titled Gasoline Sales and Article X Titled Motor Vehicle Sales, Repair and Rental <br />City Clerk Thieling reviewed the staff report and recommendation to introduce and finally adopt <br />the ordinance which would discontinue the requirement of annual licensing to sell gasoline and <br />to sell, rent or repair motor vehicles. Mrs. Thieling pointed out that both these types of business <br />are now regulated through a Conditional Use Permit process as well as regulated by the State of <br />Minnesota. In the past, these two types of businesses created more staff time, more specifically <br />the Police Department, and therefore, warranted license fees. These types of businesses no <br />longer require much additional staff time. <br />Councilmember Riley commended staff as he does not support duplicative licensing and <br />regulations. <br />City Council / October 25, 2016 <br />Page 11 of 15 <br />
