PHONE NO, <br /> <br />$1A?E OF <br /> <br /> EPARTMENT OF NATURAL RESOURCES <br /> <br /> 1200 Warner Road, St. Paul, MN 55106 <br />296-7523 riLE NO. <br /> <br />January 9, 1986 <br /> <br />Ms. Anne Norris <br />City o£ Ramsay <br />15153 Nowtben Boulevard N.W. <br />Ramsey, Hinneaota 55303 <br /> <br />RE: Northfork PUD - Lake Itasca (2-110P) <br /> <br />Dear Ms. Norris: <br /> <br />I Just completed my review of the scoping EAW for the above-mentioned <br />project, and I felt it was necessary to remind you of the numerous <br />environmental constraints and requirements contained in City <br />ordinances and agency standards: <br /> <br />Wetlands - the City's Environmental Protection Ordinance <br />~85-2 identifies Lake Itasca (2-110P) and an unnamed wetland <br />immediately to its north (2-737W) as regulated wetlands. <br />Also, the ordinance applies to other type 1, 2, and 6 <br />wetlands greater than one (1) acre in size. The wetland <br />area on the northeast side of Lake Itasca includes these <br />wetland types. The ordinances's permit requirements and <br />standards are fairly self-explanatory; I am available to <br />assist in reviewing/determining wetland types and <br />boundaries. <br /> <br />The developer's plans indicate the "normal highwater line" <br />for Lake Itasca. The DNR has not defined the ordinary high <br />water level (OHW) for either Lake Itasca or unnamed wetland <br />2-737W; therefore, it is difficult to determine whether DNR <br />permits will be required for filling around or near these <br />water bodies. Detailed topography and a site inspection <br />will be necessary to resolve some of these questions. <br />Permits may also be required by the U.S. Army Corps of <br />Engineers (contact Jerry Smith at 725-7795) depending upon <br />the extent of wetland alterations. <br /> <br />Flood Plain - The City of Ramsey Flood Insurance Study, <br />Flood Boundary and Floodway Maps, Panels 5 of 20 and 15 of <br />20 identify the flood plain area on the property as <br />approximate study area. This means that no detailed study <br />of the flood elevations have been made - this area is termed <br />the General Flood Plain District (GFP) in the City's Flood <br />Plain Management Ordinance ~79-13.
