Minnesota Pollution Control Agency <br /> <br />January 10, 1986 <br /> <br />Ms. Anne Norris <br />City of Ramsey <br />15153 Nowthen Boulevard Northwest <br />Ramsey, Minnesota 55303 <br /> <br />Dear Ms. Norris: <br /> <br />RE: Northfork Planned Unit Development <br /> Scoping Environmental Assessment Worksheet <br /> <br />The Minnesota Pollution Control Agency (MPCA) staff has reviewed the scoping <br />Environmental Assessment Worksheet (EAW) for the proposed Northfork Planned Unit <br />Development. Under the Minnesota Environmental Quality Board (MEQB) rules, both <br />the MPCA and the City of Ramsey are potential responsible §overnmental units <br />(RGU's) for the project. The MPCA is a potential RGU for the project due to <br />the parking category (Minnesota Rules Part 4410.4300, Subpart 15B), while the <br />City of Ramsey is a potential RGU due to the number of residental units to be <br />constructed in an unsewered area (Minnesota Rules Part 4410.4400, Subpart <br />14A.1). The MPCA staff is amenable to the City being the RGU for the environ- <br />mental review of this entire project, provided we are given the opportunity to <br />review and approve the scoping decision, draft environmental impact statement <br />(EIS), and final EIS prior to official distribution of the document. <br /> <br />In the following comments, the staff has identified environmental impact areas <br />of potential concern that were not included in the scoping EAW and specific <br />issues needing more discussion in the draft environmental impact statement. <br />These water quality, air quality, and noise concerns are discussed below. <br /> <br />W_a.t er _Quality <br /> <br />Potential ground water contamination due to septic tank drainfield wastewater <br />disposal methods is listed as a scoping issue for the project. The staff agrees <br />that sewage disposal is an area of potential environmental concern with the <br />project. <br /> <br />The EIS should contain a discussion about the adequacy of the proposed residential <br />and commercial septic systems to provide effective treatment of project generated <br />wastewater.
