This last <br />option, however, is not a very effective noise control measure compared to <br />options I or 2. <br /> <br />The ElS should also contain a discussion concerning sources, impacts, and pro- <br />posed mitigation measures for construction-related noise and fugitive dust <br />emissions. For example, with regard to construction noise, mitigative measures <br />should include requiring the use of properly muffled equipment, the routing of <br />truck traffic to avoid an adverse effect on residents, as well as by requiring <br />the implementation of a construction curfew. Moreover, Minnesota Rules <br />7005.0550 require that airborne particulate fugitive dust emissions be kept to <br />a minimum, where possible. Fugitive dust emissions from construction activities <br />can be minimized by measures such as watering of areas undergoing grading or <br />earth moving, as is proposed, and planned selective grading and staged develop- <br />ment, timely job site cleanup and haul road maintenance, covering or otherwise <br />preventing the escape of materials from truck loads, and ceasing operations <br />during periods of high winds. <br /> <br />Thank you for the opportunity to review the EAW.
