PAUL, MINNESOTA <br /> <br />DNR INFORMATION <br />(612) 296.6157 <br /> <br />Ms. Anne Norris <br />City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, Minnesota 55303 <br /> <br />January 14, 1986 <br /> <br />RE: <br /> <br />NORTHFORK PLANNED UNIT DEVELOPMENT - ENVIRONMENTAL ASSESSMENT WOR <br /> <br />Dear Ms. Norris: <br /> <br />The Department of Natural Resources (DNR) has reviewed the above-referenced <br />document and we offer the following comments for your consideration in preparing <br />the environmental impact statement (EIS). <br /> <br />As indicated in Area Nydrologist John Stine's letter to you dated January 9, <br />1986, the EIS will have to include a revised description of the various permits <br />and approvals required by the city's wetlands, floodplain, and shoreland <br />ordinances. Related to these issues is the need for the EIS to address the <br />amount of fill in and near wetlands, the ordinary high water level of Lake <br />Itasca, and the provisions to control erosion or restrict development on <br />sensitive slopes surrounding Lake Itasca. The management and impacts of <br />stormwater runoff resulting from addition of impervious surfaces to the site <br />should also be addressed. <br /> <br />The effects of development on wildlife habitat and resources on the entire <br />project site need to be addressed in the EIS. Obviously, the most critical <br />habitat areas are associated with wetlands and the lake. However, the heavily <br />wooded upland areas provide an important habitat component, removal of which <br />will adversely affect wildlife resources. We suggest that site development <br />alternatives which will concentrate construction in cropland areas and avoid <br />wooded, wetland, and old field habitat be evaluated. <br /> <br />In describing the development plan, the EIS should indicate what provisions will <br />be made to provide public access to Lake Itasca after the project is completed. <br /> <br />Thank you for the opportunity to coment on this project. <br /> <br />Sincerely, <br /> <br />Thomas W.
