January 15, 1986 <br /> <br />Anne Norris, City Planner <br />15153 Nowthen Boulevard N.W. <br />Ramsey, MN 55303 <br /> <br />Re: <br /> <br /> Minnesota Department of Transportation <br /> <br />Northfork Planned Unit Development <br />Environmental Assessment Worksheet (EAW) <br />District 5 (Ramsey, Anoka Co.) <br /> <br />296-1652 <br /> <br />Dear Ms. Norris: <br /> <br />The Minnesota Department of Transportation (Mn/DOT) has completed a <br />review of the above-referenced EAW, and submits the following <br />comments: <br /> <br />The project document was previously reviewed by MnDOT as West <br />Oaks PUD. MnDOT comments were submitted to the City of Ramsey <br />in a letter dated June 4, 1985. <br /> <br />J <br /> <br />We estimate that the proposed 255 single family homes will <br />generate a minimum of 2550 additional average daily traffic <br />rather than the 450 to 2,000 daily vehicle increase discussed <br />in the EAW. <br /> <br />Question 28 in the EAW calls for a directional distribution of <br />traffic generated by the project. The Environmental Impact <br />Statement (EIS) should contain that information, as well as <br />peak hour demands associated with the project. The analysis <br />should indicate the amount and directional split of traffic <br />using T.H. 10/169 and Jarvis Street. <br /> <br />The proposed access is presently a farm entrance and is at the <br />west end of a Mn/DOT weigh station with a crossover for farm <br />traffic. A left turn lane for eastbound trucks to the weigh <br />station goes through the crossover and would create a <br />dangerous situation for the vehicle numbers we are predicting. <br />The developer will have to address this problem with improved <br />geometrics or change location of access. A new left turn lane <br />for eastbound traffic and right turn lane for westbound <br />traffic would have to be constructed at the developers <br />expense. <br /> <br />As noted in the EAW, an access permit will be required from <br />the developers before construction begins. The permit can be <br />app]ied for at the District 5 Headquarters.
