Mn/DOT was of the opinior~ that the traffic fro~ the
153rd Avenue NW extension would cor~flict with truck traffic at the
weigh station. Therefore, to construct 153rd Avenue NW as an MSAS,
the City may have to terminate the extension at a different location.

Since the adoptior, of the 153rd Avenue NW extension to the City's MSAS
syste~ on December 17, 1985, the City has recertified its street
mileage and is eligible for an additional 0.8 mile of MSAS designa-
tion. Therefore, the City could designate the construction of 153rd
Avenue NW to the Elk River City limits, provided that Elk River agrees
to designate Jarvis Street NW from 159th Avenue NW to T.H. #10 as an
MSA street. This would meet State aid requirements of ter~inating the
street c,r~ a State or State aid highway.
