Mr. Hartley stated that this case has also <br />been placed on the February 25, 1986 Council agenda. <br /> <br />~ Fuji-Time Status.Of Sylvia Fro]ik: <br /> <br />Mr. Hartley stated that Ms. Frolik's current cap~city as minutes reoorder and <br />newsletter coordinator cons~es 20-30 hours per week, based on the ass~nption <br />that the City goes to a monthly newsletter. Mr. Hartley stated that he is <br />concerned with certain staff persons performing duties of a secretarial nature <br />which is a gross misuse of their talents and skills. Mr. Hartley stated that <br />Ms. Frolik has the ability to accept those duties that are secretarial in <br />nature and yet require independent motivation. Mr. ~artley stated that be is <br />convinced there is sufficient work in the City office to justify hiring Ms. <br />Frolik on a full-time basis. <br /> <br />Councilm~mber Reimann stated that in his opinion, Mr. Hartley has not been with <br />the City long enough to make a recommendation to hire another full-time <br />employee. Councilmember Reimann recommended that Mr. Hartley take more time to <br />evaluate the needs and workload in the office, and in the meantime, Mr. Hartley <br />would have the authority to utilize Ms. Frolik on a part-time basis as much as <br />necessary. <br /> <br />Mr. Hartley explained that as a City Administrator, one of his skills is to be <br />able to ascertain what is needed as far as staffing. Mr. Hartley suggested <br />that prior to oompleting the discussion of Ms. Frolik's full-time status, the <br />Personnel Committee proceed to Case #5, Organizational Chart. <br /> <br />C:ase ~5: O_rqani~ationa] <br /> <br />Mr. Hartley stated that one of the things he noticedwhen coming on board is <br />Ramsey's informal organizational structure. Mr. Hartley stated that after <br />spending a fair amount of time evaluating the organization and utilizing basic <br />managerial rules, he has reconstructed the organizational structure. <br /> <br />~he Personnel Committee reviewed the organizational chart and recommended that <br />Council approve same. <br /> <br />Oa~e ~4~ Full-Tim~_ Status Of_Sylvia Frolik~ <br /> <br />Councilm~mber Sorteberg stated that he agrees with Councilmember Reimann's <br />recommendation to not hire Ms. Frolik on a full-time basis at this time, but to <br />authorize Mr. Hartley to utilize her services on a part-time basis as <br />necessary. Councilmember Sorteberg stated that the basis for his statement is <br />the revenue cutbacks that will be imposed this year.
