Staff Report
Page Two
February 20,

1986

The use of Municipal State Aid Funds was also discussed.
Mr. Ruud indicated that in order for a city to spend MSA funds on
a county road, that road would have to be designated as a State
Aid Highway. Mr. Ruud was going to pursue designating the Rum
River bridge as a State Aid Highway to allow for the use of MSA
funds. I have contacted the Mn/DOT State Aid office and they
indicated a lump sum expenditure could be made off the system.
However, they did not know if MSA funds could be used to pay for
bonds off the city's MSAS system. Based on the 1986 allocations,
for every $1,000 the city would spend off its system, its alloca-
tion for each of the following 10 years would be reduced by
$54.00.

Central Park Lighting: The concrete poles for this project were
delivered on February 14, 1986. Installation is scheduled to
take place in the coming weeks. The deadline on the project is
May 1, 1986.
