' <br /> <br />The City of Ramsey has met with AFSCME representatives throughout the past <br />year and since February, there have been three meetings with a mediator from <br />the Bureau of Mediation Services. <br /> <br />Exhibit B contains the document resulting from this long period of negotia- <br />tions. Enclosed is the proposed resolution. <br /> <br />Observations: <br /> <br />This contract is the first contract established between the City of Ramsey and <br />AFSCME, Local No. 2454. Therefore, considerable attention has been given to <br />establishing a document that will provide clear guidelines and communication <br />between the bargaining unit and the employer. <br /> <br />The monetary characteristics of this proposed agreement are as follows: <br /> <br />a) The employer will pay $150 per mouth toward the employee's health <br /> care benefits; <br />b) Salary increases over 1985 salary levels are 3.28%. <br /> <br />Rec~endation: <br /> <br />I urge your thorough review of this document and approval of the terms and <br />conditions contained therein. <br /> <br />Council Action: <br /> <br />Motion to: <br />Adopt Resolution #86-. _ approving a labor agreement between the City <br />of Ramsey and American Federation of State, County and Municipal <br />Employees, Council No. 14, Local No. 2454. <br /> <br />~eview Checklist: <br /> <br />Administrator <br />Attorney <br />Engineer <br />Community Development Dir. <br /> <br />X <br /> <br />Chief of Police <br />Finance Officer <br />Public Works Director <br />Other <br /> <br /> <br />
