Administrator to see that Council meetings progress at a satisfactory rate and <br />adjourn at a reasonable hour. <br /> <br />Council=ember Reiuann expressed concern with the ~anner in which pumping water <br />for drainage problems was placed on the April 22, 1986 Council agenda, it's <br />presentation and feinted cost estimates not being available. <br /> <br />The Personnel Co~ittee recommended that intervi~s for the position of <br />building inspector (3 non-certified) Class I and Class II) he scheduled for two <br />afternoon sessions beginning at 4:30 p.m. and not to extend beyond 6:30 p.m.; <br />that interviews not be scheduled in certain time increments in order that the <br />interviews can move along in a more timely ~anner. <br /> <br />Case ~3: Community Service Officer: <br /> <br />Hr. Hartley stated that it is possible to hire police office~ trainees as <br />community service officers; it is done in other co~unities, <br /> <br />Councilmembers Reimann and Sorteberg noted that the duties of coaaunity service <br />officer were beinE considered for inclusion in the scope of the building <br />inspector position, Consensus of the Personnel Committee was to table any <br />discussion of hiring a part time community service officer until a decision is <br />made on the building inspection position and the qualifications and <br />capabilities of the person hired are known. <br /> <br />Case ~: 1986 Salary For Lester Wirz As Buildine Official= <br /> <br />Hr. Hartley noted that Council promised Mr. Wirz would be compensated at a rate <br />of 15~ above base salary for assuming the duties of the building inspector fro~ <br />October through December of 1985; that has not been paid and what will be <br />recommended for that portion of 1986 that those duties were assumed? <br /> <br />Councilme~ber Reimann replied that the compensation was not paid because of <br />union disagreement with the action. <br /> <br />The Personnel Committee recommended that Mr. Wirz be compensated at a rate of <br />15I above base salary from October, 1985 to such ti~e in 1986 when the position <br />of building inspector is filled. <br /> <br />Hr. ttartley noted that Mr. Wirz intends to retire in two years and the City <br />must have a Clans II building inspector on staff at that time. l~'hen conducting <br />interviews for the position of building inspector, the Personnel Committee <br />should be aware that because of Class II minimum requirements and the time <br />required to attain same, it is advised that the person hired be eligible for <br />Class I certification i~mediately. <br /> <br />Councilmember Sorteberg brought up for discussion the possibility of Hr. ~irz <br />assuming the position of building inspector and turning over Ramsey's assessing <br />to the County. <br /> <br />Mr. Bartley stated that the City would save $?,000/year in giving the building <br />inspector position to Mr. Wirz and turning the assessin§ over to the County. <br /> April 28, 1986 <br /> <br />Page 3 of 4 <br /> <br /> <br />
