Mayor Heitman stated that based upon information he has received from Hr. Hartley, this special meet£ng was called at the request of Councilmember Sorteberg and Mr. Hartley. I~ayor Heitman stated that he agreed to call the special Council meeting based on Councilmember Sorteberg'a concern; Councilmember Sorteberg being 50I of the Personnel Coe~ittee. Mayor ~eitman noted that two days prior to calling for this meeting, he was approached with a request for a special Council meeting for another reason and refused that request, COUNCIL BUSINESS Discussion Re~ardin~ Hr. Wirz' Reauest For Back Pay For 15I Salary Increase As Comnensation For Assumin~ Duties Of Buildin~ Councilme~ber Sorteberg stated that the April 29, 1984 recommendation of the Personnel Committee vas to pay Mr. Wirz 151 above base salary for assuming duties of Building Department. Mr. Hartley and Hr. Craczyk determined that the action should be accomplished by a Council motion based on the fact that earlier action regarding this issue was rescinded by motion. Councilmember Sorteberg stated that Mr. ~irz is concerned with the issue not being resolved in five months and receivin§ no back pay. Councilmember Sorteberg stated that the issue of tonight's Council meeting may be considered unimportant by some people but Council has conducted special meetings for less important issues. Mr. Wirz was hoping that the issue would be acted on at the Council meeting usually held the second Tuesday of the month. Mayor Heitman stated that he did not call a meeting for the second Tuesday in Nay. Notion by Councilmember Sorteberg and seconded by Councilmember Schlueter to compensate Hr. Wirz at a rate of 151 above base salary for assuming the responsibilities of the Building Department from October 1, 1985 to December 31 , 1 985 · Further Discussion: Payor Heitman stated the previous action to provide this compensation was halted so as not to jeopardize labor negotiation discussions; viii this reinstatement of action create similar problems. Hr. Goodrich replied that the labor contract has been approved by both the union and the City Council; dou*t see this request for compensation being an issue any longer as far as labor negotiations are concerned and it should not create additional problems with respect to the union. Mayor Beitman inquired as to how the back pay viii be applied. Finance Officer Graczyk explained that there is a procedure and form to be followed for back pay situations. Mr. Graczyk stated that the actual hours worked during the subject time period are reviewed; those hours are multiplied by the additional money approved. Mr. Craczyk stated that the estimated hours worked by Mr. ~irz from October I to December 20, 1985 are 472, amounting to an approximate back pay amount of ~980.00. Mr. Craczyk stated that if there were overtime hours worked and paid, those hours would also be included and paid at the higher rate; if the employee vas given comp time for that overtime, the higher rate is not paid for those overtime hours.
