It is tbs city <br />~dsini,trator', re~pon,ibility to help council york through policy deci~iou, by <br />keepi~ info~ation and relevant issues before council so they can see where <br />the policy needs are. <br /> <br />Councilme~ber ~eimann requested Hr. Rartley to explain the difference between s <br />city manager and mayor/council forms of 8overn~ent. <br /> <br />Hr, Rartley stated that the t, eo for~s are different by definition but that <br />isn't always the case when you put real people into those positions. By <br />definition, with the city manaser for~ the ~anager has a certain specif£ed <br />spending authority that is usually greater than in the mayor/council form. The <br />city ~anager form has a manager with exclusive hirin~ and firiu~ authority with <br />the exception of department beads. The ~nager can enter into certain limited <br />contracts on behalf of the city; in mayor/council for~, the contract size the <br />city administrator can enter into is somewhat smaller. <br /> <br />Couucilmember ~ei~nn inquired if Hr. Hartley sees Ramsay as a atron~ council/ <br />weak city administrator or vice versa and asked for a description of Jackson's <br />form of government. <br /> <br />Hr. Rartley replied that Ra~sey would be characterized as a very stron~ <br />council, to the point of a caretaker administrator. Jackson's form of <br />government vas the same as Ra~sey*s but the role of administrator vas probably <br />~ore active in areas of contract management and not ~uch more active in the <br />area of personnel. Hr. Hartley stated that in ]hunsey he understands that he <br />has disciplinary responsibilities and can effectively recommends dismissals and <br />hiring. <br /> <br />Councilmember Cox stated that he does believe that there have been ti~es when <br />Hr. Hartley has not worked as closely with the Personnel Co~mittee as he should <br />have. The Personnel Committee should be consulted prior to hirinE anybody -- <br />even part-time personnel. The Personnel Co=~ittee should always be kept <br />current on personnel ~atters any disagreements should be brought before the <br />full council. Councilmember Cox stated that basically Hr, Bartley has been <br />vorkin~ under weak mayoral direction and he recognizes and compliments the <br />improvements made in the areas of State agency relationships and strea~linin~ <br />council meetings. Councilmember Cox stated that council has not seen <br />Hartley work through a budget period and it is difficult to make a full <br />evaluation under those conditions. <br /> <br />Councilmember Schlueter stated that to this point she feels ~r. Ilartley is <br />doin~ the job she hired him to do noting that council has not seen him york <br />through a budget yet. Councilmember Schlueter stated that she feets there will <br />be even more growth in the next six months; that Hr. liartley is not using <br />anyone elses influence to chan~e direction and is still his own person. <br /> <br />Councilme~ber SorteberE stated that he has received very favorable co~ents <br />from citizens regardin~ the situation at City offices.
