Bickman mtatet that blacktopping his propert7 would ruin the atmosphere <br />his business and he has already spent $200,000 i~pro~ing a property that was <br />once condemned. <br /> <br />Chairman Paterson replied that the City is not requiring blacktopping the <br />retail sales area; only a designated area for parki~; customers are currently <br />parking on Sunfish Blvd. right-of-way. <br /> <br />Hr. ~ickman replied that his customers park within his property lines; even <br />went to computerized cash registers to create a better traffic turn around <br />time. <br /> <br />Chairman Paterson stated that Hr, Hickman'a business is not special and must <br />follow the same rules as other businesses in Ramsey; the city needs parking <br />plan for Plants and Thin~s. <br /> <br />Hr, Rickman inquired if his business is obligated to the same rules as other <br />businesses when his is located on farmland classified as 'Green Acres'. <br /> <br />Commission replied that the property is commercial. <br /> <br />Commissioner Deemer stated that Hr. Hickman's sketch aho~s a parking area in <br />front of the ~arket; the ~arket building is only 6" fro~ the right-of-way line <br />and no parking is allowed on right-of-way, <br /> <br />Chairman Paterson stated that Mr. Hickman must come up with some kind of a <br />parking plan which the City ~ineering and/or Buildin~ Inspector will sign; a <br />business is required to provide a certain amount of durable, dust free parking <br />area for every square foot of business space. <br /> <br />Hr. Hickman inquired why he wasn't informed of these requirements beforehand; <br />can't afford $40,000 for blacktop; in favor of better parking facilities but <br />blacktop will ruin the business atomosphere. <br /> <br />The Co~ission replied that it is Hr. Hick~an's responsibility to find these <br />things out. <br /> <br />Commissioner Deemer stated that Hr. Hickman's construction was not approved; <br />a registered site plan was not provided and the building permit was therefore <br />invalid. The City is requesting that the site plan be provided showing <br />building placement, display and parking areas. <br /> <br />Norris stated that the building per, it was approved. <br /> <br />Chairman Peterson stated that the amount of parking area required is determined <br />by the amount of retail space; unless the new building is closed and used for <br />warehousing only, it will be considered retail space. The business is also <br />required to have an off-street loading berth which ~ust also be shown on the <br />site plan. Hr. Ricl~nan's new building is also not up to code with respect to <br />exterior wail finish; site plan should shoe Hr.
