Town Center 4th Addition - Final Site Plan/NAU <br />July 23, 2004 <br />Page 2 of 5 <br /> <br />RTC has created a master stormwater treatment plan for the area and is providing stormwater ponds for <br />all properties in the development. Each individual developer is responsible for providing an on-site <br />Best Management Practice (BMP) to complement the overall stormwater plan. This BMP must be <br />approved by the city and can take the form of a pre-treatment chamber, ie. Stormceptor, Bay Saver, <br />vortex separator, etc., porous pavement or other treatment measure. The plans prepared by Plowe <br />Engineering, Inc. dated June 23, 2004 show a Baysaver Device. Sheet 2 shows generic details for this <br />brand of device. Detailed plans and calculations for this device and this site must be submitted. There <br />is a storm sewer stub provided from Sunwood Drive. The plans for this development and~ the <br />preliminary plans for Outlot A of this plat both show connection to this stub. Sunwood Drive will be a <br />concrete street so connection to the structure in the street will not be permitted after the street is <br />constructed. The storm sewer plan must anticipate connection of storm sewer from Outlot A and a stub <br />must be provided for this future connection. The Baysaver device must be sized to provide coverage <br />fbr Outlot A also. <br /> <br />The straight line grade to the overhead door from 145th Avenue is 15%. The access crosses a public <br />sidewalk, thc maximum slope across sidewalks is 2.0%. This area must be revised. URS sheet 5/17 <br />must be updated to reflect this driveway access. The curb openings to 145th avenue on sheet L1 show a <br />6' radius l¥om the street. This must be revised to a 15ft minimum radius as shown on the URS Plans. <br />This will require updating the site plan to show a new radius connecting the curb on the plat to the <br />street. <br /> <br />The spot elevation of 868.50 at the north property line and east curb line of the parking lot indicates a <br />low area with no catch basin. Please verify the spot elevations. Spot elevations must be labeled as to <br />location, ie. Top Curb, Gutter, Sidewalk. <br /> <br />The adjacent streets are under construction at this time so establishing existing grades is a difficult <br />process. The grading plan must show the proposed street grades per the approved construction plans <br />and the proposed grades per the plan under review. Line weight and screening should be used to <br />differentiate the existing from the proposed on the plans. The current plans are all the same intensity <br />and difficult to interpret. <br /> <br />The notes on Peridot Street and Sunwood Drive indicates "Proposed street and walk by others" and <br />must be revised to read "Proposed street by others." As originally conceived, the final sidewalk and <br />streetscape was to be the responsibility of the secondary developer per the RTC Master Development <br />Agreement. However, staff has received notice that RTC LLC will be responsible for this installation. <br />Please verify with staff on who will be responsible for installing the sidewalks and streetscape. <br /> <br />The grading plan has a note stating sidewalk grades may be above building slab elevation. Positive <br />drainage away from the building must be provided in all locations. The building plans must include a <br />flashing detail fbr areas where the outside grades are higher than the floor slab. The flashing detail <br />must be approved by the Ramsey Building Official. <br /> <br /> <br />
