Town Center 4th Addition - Final Site Plan/NAU
July 23, 2004

Landscaping: The final landscape plan conforms to the preliminary landscape, plan. The required
changes outlined in the Staff Review Letter dated June 18, 2004 were made on the final landscape plan
and therefbre the landscape plan is acceptable.

Access: The office building is proposing to gain access from Sunwood Drive and 145th Avenue.

Building Height: The TC-3 District states buildings must be 2 -3 stories in height. The proposed
structure is two stories and therefore meets the height requirements. ~

Parking Standards: City Code states that office buildings located within the TC-3 District are
required to provide a minimum of three parking stalls per 1,000 square feet. In this case, a total of 71
parking stalls need to be provided for the proposed office building. The site plan is providing 53 off-
street and 23 on-street (along 145th Avenue, Sunwood Drive, and Peridot Street) parking stalls for a
total of 76 parking spaces. City Code also states that a development cannot exceed parking stall
minimums by more than 25%, the site plan is providing an additional 5 parking stalls, which is only a
9'% increase. The site plan meets parking requirements established in City Code.

Town Center Development Review Guidelines: The site plan will be reviewed under the Final Draft
Town Center Development Guidelines.

Public Realm/Streetscape: The subject property is located immediately adjacent to an active parkway.
The site plan does not need to provide public open space within the development. Pedestrian pathways
will be accomplished through the three public streets that border the site. Public streets will contain
extensive streetscape including lighting, trees, planters, etc.

Site Development: The site plan is accomplishing the land use and building placement standards
established in the Town Center Guidelines. The building is providing vertical dimension, zero lot line
setback along three public streets, shared parking solutions, sufficient number of parking stalls, and
parking lot design adjacent to accessory streets. The recommendations in the guidelines are also being
meet by the indicating on the site plan that future development will provide minimum openings
between buildings and minimal access points.

The site development guidelines specifically state that no more than 25% of street fi'ontage can be
utilized l:br surface parking lots. Sunwood Drive and Peridot Street are considered major arterial streets
and parking lot exposure should be limited along these two streets. Peridot Street will contain on street
parking only. The proposed parking lot has been designed to front toward the accessory street (145th
Avenue), which is desirable. The site plan shows a future office building fronting along Sunwood
Drive (zero lot line setback) with the parking lot designed toward 145th Avenue. Upon completion of
development on the outlot, the parking lot surface that will be adjacent to Sunwood Drive will equal
approximately 18% of street ['rontage. The proposed site plan meets parking street frontage
requiremcnts.

Archileclural Slan&trds: In accordance with stated goals of the Town Center design guidelines,
detailed elevations regarding architecture for the building have been provided.
