From: <br /> <br />Subject: <br /> <br />July 21, 1986 <br /> <br />Council Members, Commission Members, Staff <br /> <br />Dave Hartley, City Administrator <br /> <br />Community Goals and Action Plans <br /> <br />Some time ago we all met to review the needs of Ramsey and to rank those needs <br />so we could focus our efforts to meeting the most important needs. At that <br />time we left with the understanding that we had identified several high, <br />medium, and low priority needs and that "Action Plans" would be prepared to <br />address those high priority needs. Not so surprisingly, some needs placed <br />unusually great demands on the time of myself and the rest of the city staff. <br /> <br />Some of the needs which were identified needed immediate attention (landfill <br />and utility improvements to the industrial area) and are currently being met. <br />The landfill issues are being addressed by staff and a newly created Landfill <br />Commission, if you have read the last few "Ramsey Resident" issues you can see <br />that that newsletter is being used to inform the public of the status of the <br />Landfill matters. The utility improvements to Ramsey's Industrial area are <br />well under way thanks to the availability of Tax Increment Financing. We <br />anticipate construction of trunk sewer and water, a municipal well, and a <br />500,000 gallon water tank to take place late this year and early 1987. <br /> <br />The remaining high priority issues have been under staff review and <br />considerable debate for the past two months. A major concern is will we have <br />enough time to spend on each and every issue to do it justice. These concerns <br />have caused us to try to take a broader look at some of the issues identified <br />as high priority. When draft action plans were developed for each issue the <br />need for time became overwhelming. After reviewing the situation we felt that <br />some of the action plans could be combined for the sake of effiency. The need <br />for drainage outlets into the Mississippi and Rum Rivers has been combined. <br />Ail of the issues relating to Transportation have been combined. And, the <br />enforcement of laws and the need for understandable laws have been combined. <br /> <br />Attached are the Action Plans which must now be considered and again <br />prioritized since the time demands may be too great to address all issues <br />simultaneously. Your comments and advice are requested and welcomed. <br /> <br /> <br />
