ACTIOI~ PI..~
GENERAL GOVERNMENT

NEKD: Improved Local Government Aid (LGA) base for the City of Ramsey.

The LGA is a way the State of Minnesota shares their revenue sources witb
Cities, Counties, School Districts, and Townships. Due to the formulas used
in calculating LGA, Ramsey receives a proportionately smaller share of LGA
than many other forms of government; thus requiring the taxpayer of Ramsey to
foot a greater portion of the cost for providing public services than other
communitieB or governmentB.

ACTIOI~ TEAM: The following persons are members of the "Action Team" and will
contribute in their own way to seeking a solution to the NEED.

Primary Coordinator
Secondary Coordinator

Dave Hartley, City Administrator
Noel Graczyk, Finance Officer

Mayor
Council Member
Economic Development Commission Member

OBJECTIVE: As members of the A~tion Team you are asked to:

1) Monitor the status of LGA and report any proposed changes to the
City Council, Commissions, and the public.

2) Lobby State legislators to enact legislation which will correct
any disparities which currently exist.

3) Provide factual information to the public regarding LGA.

ACTIOI~: This team will likely be active for the next two to three years while
the State Legislature deals with the problems of taxation. During this time
the team should be active several months prior to legislative sessions and
during legislative sessions. The primary action should be monitoring,
lobbying, and developing accurate information about LGA.

RESOURCES:
Newspapers
League of Minnesota Cities
Metro Area Management Association
Association of Metropolitan Municipalities
Northern Mayors Association
