I
I
I

I
I
I
I
I
I

$10,170.

councilm~,ber (]ox noted that if the road wasn't MSA designated and funded, Mr.
Holm would have had to [my for the construction of that road. Oouncilme~r
Cox also pointed out that MSA roads do not necessarily lessen the value of the
lots on that road; some people prefer to locate on MSA roads in order to avoid
road maintenance assessments.

Mr. Schnelle stated that the $10,000 figure is in the ballpark because the MSA
road will solve a lot of City traffic problems and it just may be that the MSA
road will lessen the value of some of the lots in Flintwood II.

Motion by councilmember Reimann and seconded by Mayor Bei~an, for discussion,
to offer Mr. Norm Holm $10,170 ($2,500 per acre) for the full amount of
M.S.A.S. right-of-way required through Flintwood }{ills Second Addition;
further, if Mr. Bolm is agreeable to the offer, a resolution for same should
be presented to Council for adoption at their April 23, 1985 meeting.

Further Discussion: Mayor Beitman noted that none of the councilmembers were
willing to seoond the motion, requested s~me additional input from the
oouncilmembers and none was offered.

Mot/on failed. Voting Yes: Counci~r Reimann. Voting No:
Councilmembers Sorteberg, Cox and Schlueter. Abstain: Mayor ]]eitman.

Councilmember Cox stated that a reimbursement to Mr. Holm is reasonable, but
not the amount presented in the above motion because the road is being paid
for by County funds and the heavy traffic on an MSA road is beneficial to the
commercial lots in Flintwood II.

Mot/on by Councilmember Sorteberg and seoonded by Councilm~ber Cox to offer
Mr. Norm Bolm of NDe, Inc. $2,500 per acre for that additional 25% of land
acquisition required in Flintwood ]~ills Second Addition for M.S.A.S. road
right-of-way versus a normal City street right-of-way.

Motion carried. Voting Yes: Mayor ~eitman, councilme~oers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

D)

Oouncil unanimously consented to dispense with the reading of the resolution.

Motion by Councilmember aeimann and seoonded by Mayor }~eitman to adopt
Resolution #85-70 approving pay estimate no. 4 and authorizing partial payment
to A & K Gonstruction in the amount of $44,759.63. (Please refer to
resolution file for Resolution ~85-70).

Motion carried. Voting Yes: Mayor ~eihnan, Coancilmembers Sorteberg, Cox,
Reimann and Schlueter. Voting No: None.

councilmember Cox inquired if the Mayor now understands how the constant need
to dispense with the reading of resolutions interrupts the meeting process.
March 26, 1985
