Voting No: None. <br /> <br />BUSINESS <br /> <br />Opunty Commissioner Baas R _egarding_ Countw Board Action On <br /> Reguest To Lift Develq~m~.nt Limitations: <br /> <br />i <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />county ___~c~_ issioner Haas stated that she, A1 Gebhard of Bart Engineering, <br />Assistant County Attorney colleen Herman and Director of county Erwirormental <br />Services Om~ittee Bob Butchison are present regarding the ~ams~y Landfill. <br />(k~missioner Haas stated that the County E~viror~ental Services O~mmittee <br />oonducted a hearing regarding Waste Management of Minr~sota, Inc. 's request <br />that the development limititations be lifted and that they be all(~ed to mine <br />dirt for cover at the landfill. There were no Ramsey personnel at the hearing <br />but some Ramsey citizens did attend. Waste Management's original request was <br />for 500,000+ cubic yards; when it came to the Enviror~ Services (~ittee, <br />they were prepared to deny the request off the grounds that the ~ount ~f dirt <br />would oonstitute vertical expansion of the landfill and there is no way that <br />the County Board or this (k~issioner supports vertical expansion. Before the <br />vote was taken, Mr. Otter of Waste Management ~endsd the request to 247,000 <br />cubic yards; no action was taken that night and the request was referred to the <br />County Health Board. Under State Statutes, the only thin~ the County is <br />permitted to look at in this situation is if the mining of that dirt would in <br />any way de-enhance Site P in terms of being a potential landfill site. It was <br />determir~d that the 247,000 cubic yards is enough dirt to oover what is going <br />to be o~mpleted at the landfill. The request for 247,000 cubic yards <br />before the County Board on the morning of August 27. County (~issioner Haas <br />reoeived a letter fr~m Waste Manage~ent's attorney to the Metro Council <br />accusing the Metro Council and County of circ~rwenting the 1~ set forth by <br />legislature concerning negotiations with Elk River, etc. regarding a burning <br /> August 27, 1985 <br /> <br />Page 6 of 28 <br /> <br /> <br />
