I
I
I
I
i
I
I
I
I
I
I
I
I
I
I
I
I

in the proposed redevelopment fund, (d) discontinuin9 the practice of
poolin9 tax-increment funds, (f) reguirirg that the actual tax burden of
each tax-increment district be made known, (g) requiring that city
administrati~ expe~es be financed frcmt sources other than
tax-increment financing, and (h) repealirg a provision that allows a
decline in market values to be ignored in tax-increment districts.

,~.buildirg is a oontinucus, permanent l~anc~non--The TWin Cities metropolitan
urban area ar~ other urban areas in Mimesota have been goirg through a
oontinuous process of 9rowth-maturity-decline-rebuildin9 since the state was
settled in ~ mid-1800s. ~he process is not uniform, of oourse. Scme
locations renew themselves easily; others may declin= without evidence of
renewal.

The downt~r~ of Minneapolis and Saint Pa~l have been built three times.
Initial settlement ~as in the mid-1800s. Th~ next began in the 1880s and
continued through the 1920s. Tme third began after ~brld War II ar~ still is
goirg on. ~n the future the downtowr~ undoubtedly will be rebuilt again and
again. This process i~'.t uniqu~ to th~ downtc~r~, of course. They are just
t~ most visible parts of the urban area. The process is goin9 on everywhere.
~ post-World ~r II shoppirg areas in suburbs, for example, now are being
rebuilt.

Some of the current rebuildin9 in Mirnesota',s urban areas is related to a
restructurin~ of the nation'.s my.--~ current rebuildirg process involves
more than just tearing down old buildirgs ar~ replacing them with new
~uildings. ~hat is goirg o~ inside the buildings is ~hargirg, too, as
information ar~ servioes beo~e m{xe important. ~he relative importance of
mnufacturirg is declinirg c~ o~ers are movirg to large tracts of lar~ that
a~te one- ~r two-stc~y buildirgs ar~ ~nployee parking, while offices
grow ever taller dcea~toe~n.

The TWin Cities metropolitan area has adjusted to dman~e in the economy better
than man~ other urban areas.--Bem~se this area l%as not been dominated by a few
large _manufacturing firms, as has been the (~se in s~e other urban areas, it
has prospered as d~arge has oocurred in t]~ nation'.s econ~m~y. Scme urban areas
not as diversified as this area have er~cuntered severe problems of building
abandorm~nt as tt~ my has d~arged. ~ in the TWin Cities area, however,
decline has been very severe in certain locations.

M~intainirg the strer~th of urban areas is an important ~ of national
fnterest in economic growth.--~e nation as a whole ar~ ir~ividual states have
similar interests in ke~pirg their urban areas strong. With the oc~ing of the
info~tion-services ~, urban areas have ~ key generators of
wealth. The strength of a state'.s economy and the nation'.s eoo~cm~ are
dependent ~ strorg urban areas. U~ban areas provide tl~ infrastructure and
services necessary to maintain econ~nic health.

Of particular ~rtarm to th~ deliberations of this _cc~m~ tree is the overall
strength of the Minneapolis-Saint Paul metropolitan area--because of its
favorable business, cultural and scientific enviz~nment--in fostering the
growth of new enterprise.
