Gounty Board of Re~iew requesting that they review Ramsey's Board of Review action regarding property valuations for Gertain Ramsey businesses and support that action; further, to request that the ~xocedure in which this matter reached the State Board of ~qualization be researched and a determination be made as to it's appropriateness. Proposal For Landfill Impa_ ct On Market Values - Mayor Hei~an brought up the following oonGerns with the proposal for a Landfill Impact On Market Values Study: Section I.A should include the criteria for determination; Section I.C implies that the preparer of the study should have expertise in geology and hydrology; Section II.A should have included s~me other cities that also host landfills; Section II.A should have called for a broader base of residential singe 85% of Ramsey's tax base is residential; Section II.D congentrates on oommerical and should include residential. In sum~ry, Mayor Heitman stated that the study cannot be clear and concise without spelling out the criteria. Ad Hoc Landfill Oa~ittee m~ber A1 Pearson was present and stated that there is sc~e conflict regarding whether or not the landfill has affected property values and saleability; the intention is to get an official, objective study of the issue. G~uncilm~ber Sorteberg stated that he doesn't think including other cities in the study w~uld make for a valid ~parison; the comparisons should be restricted to properties within the City. Mayor Hei~an stated that it is obvious that a lot of effort was put into the proposal, but if it is apprcwed and bids cede in, he will review the bids in terms of data offered rather than lowest bid. Motion by Mayor ~ei~an and seconded by Go~cilm~ber (]ox to adopt Resolution #85-170 appr~wing a draft proposal to engage a consultant to do a study on the Anoka Landfill's impact on market values on developed residential areas, o~mercial/industrial areas and platted/ unplatted lands (residential/cc~m~.rcial).
