Mr. Kenneth Peterson, Chairman <br />Page 2 <br />April 2, 1985 <br /> <br />In review of the soils map, areas with slopes exceeding 18% <br />should not be classified as Class I soils. Also, Lot 2, Block 3 <br />does not meet the Class I soils requirements of City Code for <br />construction of on-site wastewater disposal systems. <br /> <br />Soil borings should be completed to determine water table eleva- <br />tions throughout the PUD. <br /> <br />In review of the streets and street plans, the City Code limits <br />cul-de-sac lengths to 600 feet and vertical curves to a minimum <br />of 100 feet. The in-slopes on the typical street section should <br />be 4:1 instead of 3:1. We would also recommend that 164th Way be <br />connected to 164th Avenue in Woodlawn Estates. <br /> <br />A grading plan should be provided to show the proposed grade <br />changes throughout the PUD. <br /> <br />10. <br /> <br />A written statement with a schedule of the development of all <br />phases of the PUD must be provided. We would recommend that the <br />proposed 8th Addition be developed early to provide street access <br />from 153rd Avenue. <br /> <br />11. <br /> <br />As previously stated in our January 9, 1985 letter, an Environ- <br />mental Assessment Worksheet (EAW) must be completed. Also, the <br />City of Elk River should be contacted for input on the access <br />points along Jarvis Street. <br /> <br />12. <br /> <br />The Planning and Zoning Commission and the City Council should <br />review the findings required in City Code 170.014G prior to <br />approving the plan. <br /> <br />If you have any questions in regard to the proposed PUD, please let us <br />know. <br /> <br />Yours truly, <br /> <br />HAKANSON ANDERSON ASSOCIATES, INC. <br /> <br />Peter R.
