Councilm~r Schlueter stated that she feels Ms. Baapala is providing an excellent service to the City and has proved her worth; we are paying her for the job she has done. Gouncilmember Reimann replied that Ms. Baapala received wages in 1984 for what she did. Councilmember Schlueter stated that she would guarantee that MS. ]~aapala will be worth what this motion is proposing to pay her. Gouncilmember Reimann stated that MS. ~aapala has been getting big raises and inquired as to when it is going to stop. Mayor Gamec inquired if reducing Ms. Haapala's (Dst of living to 5% to match that cost of living increase the rest of staff is getting, would the final figures come out to the same as what is shown in the Administrator's Reoommendation? Councilmember Reimann stated that a lot of these questions could be answered if the issue was sent back to the Personnel (lm~dttee for further review. Councilmember Reimann further stated that the Personnel Gommittee re(xmm~ndation is no longer a reoommendat/on and he feels that the Gouncil should receive a final recommendation from the Personnel Corem/tree. Mr. Berg asked Councilmember Reimann what he told each of the employees when he interviewed them on a one to one basis. Oouncilmember Reimann stated that he told employees there would be a 5% cost of living increase and no cut in pay. Mr. Berg stated that Councilmember Reimann led the employees to believe that there would be a 5% cost of living, $10.00 increase in health insurance and adjustments to the metro mean. Oouncil~r Reimann stated that the Personnel Committee was considering a 5% cost of living, $10.00 health insurance increase and nothing on metro mean adjustments. Councilmember Schlueter inquired why Councilm~r Van Wagner's motion did not get seoonded if it was to follow A~inistrator's Recommendation for a 5% oost of living. Mr. Berg replied that (buncilme~ber Van Wagner's motion went to 90% of the Metro Mean, Mayor Gamec's motion went to 80% of the Metro Mean and Councilmember Schlueter's motion went to 85% of the Metro Mean with the Step Program. Gounci]3mamber Schlueter restated her motion. Motion by Councilmember Schlueter to set the 1985 salaries at the figures shown in the Personnel (bmmittee Recommendat/on Colm~n, with the exception of the City Acoountant position, which this motion proposes to set at the figures shown in the Staff Request Col%~mn along with the Increment Program and a 5% Cost of Living versus the 6% that the Staff R~ndation Coltmm~ reflected. Further Discussion: Councilm~r Reimann stated that Staff salaries are on the Metro Mean now and this Council is attempting to grant an increase in salaries and one of those increases reoo~ended is over and above what was reoo~F~ended for one of the positions; this Council is not being accountable.
