I Hakanson Anderson Associates, Inc.

I
I

222 Monroe Street engineers and surveyors
A noka, Minnesota 55303 612/427-5860
January 9, 1985

I
I
I

Mr. Kenneth Peterson, Chairman
Ramsey Planning and Zoning Commission
City of Ramsey
15153 Nowthen Boulevard N.W.
Ramsey, MN 55303

Re:

Concept Review
Lake Itasca P.U.D.

I
I
I
I

Dear Mr. Peterson:

We have reviewed the above referenced concept plan and offer the
following comments:

The proposed P.U.D. consists of 252 two and one-half acre resi-
dential lots located in the rural service area of the City. The
majority of this P.U.D. is located in the rural service of the
City as defined in the City Code dated January 1, 1978. Article
170.0130(1) of the City Code limits lot sizes to 10 acres and lot
widths to 660 feet. In addition, the City of Ramsey adopted its
Comprehensive Plan in 1982, which also limits the density to one
unit per 10 acres. The proposed density of this P.U.D. is one
unit per 4.92 acres.

5

The proposed P.U.D. meets the minimum twenty percent area for
private or public open air recreational uses as required by the
City Code. The planning commission will have to specify if
covenants, conveyances or dedications are to be used to secure
the property.

In review of the City's Comprehensive Storm Drainage Plan, the
area south of 153rd Avenue N.W. extended lies in the West
Mississippi River Drainage District. The remaining area is out-
side the City's Comprehensive Storm Drainage Study area. Based
on the proposed open areas, there should be adequate ponding
areas for storm water runoff. Also, part of the P.U.D. will
drain north into Trott Brook (Co. Ditch No. 51).

In review of access to the P.U.D., it is proposed to provide
three access points from Jarvis Street N.W., one access point
from State Trunk Highway 10 and two access points from Whispering
Pines Estates on the east side of the P.U.D. We would recommend
that 153rd Avenue N.W. be extended west into the P.U.D. to pro-
vide better access for emergency vehicles. Also, the City of Elk
River, MN/DOT and the Burlington Northern Railroad will have to
be contacted for input on the proposed access points.
civil · munic~al · p~nni~ · sob · ~nd~rv~ing
