It would not be necessary to go into the site and <br />remove soils to repair erosion damage unless there would be major flooding for <br />instance. <br /> <br />Mr. Goodrich replied that the Commission can recor~end limitations to the <br />amount of fill mined or the amount of time it is mined but not to where it <br />goes or bow it is used. <br /> <br />Commissioner Deemer stated that the applicant proposes not to use public roads <br />to transport the fill; this could be included as a condition of the permit <br />and it would make it very difficult for Waste Management to haul the fill out <br />of the City. <br /> <br />Mr. Goodrich stated that he is not sure that it is within the law to order <br />that the fill not be taken out of the City. <br /> <br />Mr. Berg stated that the next mining permit would have to have the same <br />condition attached to it. <br /> <br />Mr. Studer stated that he feels very strongly that a public hearing should be <br />conducted on this issue; that the citizens should be informed as to Waste <br />Management's future plans and it would help set some policies and priorities <br />as far as the City is concerned. <br /> <br />Chairman Peterson replied that Waste Management has an open door policy and <br />inquired if Mr. Studer would be as concerned if Waste Management were hauling <br />the fill in from outside the City. Chairman Peterson stated that these <br />concerned residents should voice their opinions to the Anoka County Board and <br />the owner of the landfill, the City of Anoka. <br /> <br />Mr. Studer replied that it is the responsibility of the elected officials to <br />represent the people of Ramsey. <br /> <br />Commissioner Deemer inquired if Waste Management can estimate how many acres <br />will be uncovered at any given moment before the top soil is back on. <br /> <br />Mr. Otter stated that engineers estimate 3-5 acres. <br /> <br />Oommissioner Deemer inquired as to plans to prevent siltation in the settling <br />basins. <br /> <br />Mr. Otter replied that Waste Management would use secondary sedimentation <br />pools and whatever else is necessary to prevent silt from getting into those <br />settling basins. Mr. Otter also oonm~nt~ that mining would not conm~nce <br />until after Metro Council approval and it would be on ~n as needed basis. <br /> <br />Mr. Goodrich referred to landfill life and stated that the landfill site is <br /> <br />Page 6 of 10 <br /> <br /> <br />
