[ADOPTION BY GOVERNING BODY.] A proposed 13 comprehensive plan or an amendment to it may not be acted upon 14 by the governing body until it has received the recommendation 15 of the planning agency or until 60 days have elapsed from the 16 date an amendment proposed by the governing body has been 17 submitted to the planning agency for its recommendation. Unless 18 otherwise provided by charter, the governing body may by 19 resolution e~.e me~e~y by a two-thirds vote of all of its 20 me~ubers adopt and amend the comprehensive plan or portion 21 thereof ee ~eeemmem~e~ as the official municipal plan upon such 22 notice and hearing as may be prescribed by ordinance. Minnesota Statutes 1984, section 462.357, 26 subdivision 2, is amended to read: 27 Subd. 2. (GENERAL REQUIREMENTS.I At any time a£ter the 28 adoption o£ a land use plan for the municipality, the planning 29 agency, for the purpose of carrying out the policies and goals BO of the land use plan, may prepare a proposed zoning ordinance 31 and submit it to the governing bo~y with its recommendations for 32 adoption. Subject to the requirements of subdivisions 3, 4 and 33 5, the governing body may adopt and amend a zoning ordinance by 34 a two-thirds vote of all its members. If the comprehensive 35 municipal plan is in conflict with the zoning ordinance, the 36 zoning ordinance supersedes the plan.
