Councilmember Oox stated that Mayor Heitman's <br />question of Mr. Auspos is inappro~iate. Mr. Auspos stated he has never been a <br />union steward and he doesn' t know if an offer can change things once an <br />arbitration has been filed for; he is sure the officers are going to request <br />that the union file for arbitration. Mr. Schnelle stated the issue can be <br />resolved anytime before arbitration begins; however, payment will still be <br />required to both side of arbitration. Oouncilm~mber Cox stated that it was his <br />understanding that the Personnel (~ittee was established to be able to <br />discuss matters without making front p~ge news ooverage. Councilm~mber (]ox <br />stated that it is important to be respectful of people and matters and Ramsey's <br />Personnel meetings have become a front page fiasoo and that is not appropriate. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case {3: Anoka County Environmental Services Conlnittee; <br /> <br />Mr. Schnelle inquired if Council wants to make a stat~nent to the County Board <br />regarding Waste Management of Minnesota, Inc's request for a lifting of the <br />develofment moratoriun. Mr. Schnelle stated that not making a statement shows <br />the County Board that Ramsey is not informed or doesn't care. <br /> <br />Councilm~ber Cox stated that in reviewing the matter more carefully, he <br />believes more than ever, that Waste F~ungement of Minnesota is reserving that <br />area to the north for Site P and if they are going to take soils from the north <br />80, Ramsey should respond to it. Councilm~nber Cox stated that he believes <br />Ramsey is being fooled into believing that Waste Management's request will be a <br />benefit to Ramsey and he doesn't believe it's really what Ramsey wants. <br /> <br />Mr. Douglas Fountain was present and stated that in Nov~nber of 1984, Waste <br />Manag~nent of Minnesota asked Ramsey for 700,000+ yards of cover; they then <br />went to the County and asked for 500,000+ yards of cover; in the meeting with <br />the County Environmental Services last week, Waste Management of Minnesota said <br />they could reduce their request to 200,000+ yards of cover. Ge County <br />Environmental Services did not make a reoo~n~tion; they passed it onto the <br />Health and Social Services G~nmittee which will be meeting on August 8. ~/~e <br />Health and Social Services (km~nittee will make a reo0~]nendation to the County <br />co~missioners. Waste Management of Minnesota has not ruled out the possibility <br />of borrowing from the north 80; that area is not in the moratoriun area but <br />the pro~ess would have to follow City procedures, including a public hearing. <br /> <br />Motion by Mayor Heitman and seconded by Councilm~mber COx, for further <br />discussion, to table further discussion of this issue until the results of the <br />Health and Social Services (km~nittee are known. <br /> <br />Further Discussion: Councilm~mber COx stated that Ramsey should indicate that <br />whatever procedure or action is taken be consistent with Ramsey's previous <br />position statement to the County regarding Ramsey not wanting any further <br />activity beyond what is designed at the present landfill configuration and he <br /> July 29, 1985 <br /> <br />Page 17 of 22 <br /> <br /> <br />
