Sorteberg Cox, Reimann and Schlueter. Voting No: None.

Plannin_~ - _Update On North~ork Develq~ment Ag_reement
Regarding Jarvis Street NW

Mr. Goodrich stated that Ramsey Council did enter into a
develotment agreement with North Fork, Inc. and a
oontingency was that varying frcm the established street
name grid system would be oontingent upon approval from 911
County and Post Office. Ms. Norris has checked with those
agencies and they have no object. Mr. Schnelle does
object.

Mr. Schnelle stated that allo~ing North Fork to vary from
the street grid would set a lxeoedent and Ramsey could end
up with a very confusing system. If the street grids are
varied from, it should be done with a findings of fact to
prevent setting a precedent.

Mr. Berg stated that from the emergency vehicle standpoint,
varying from the street grid would be confusing and maps
would have to be changed.

Police Chief Auspos agreed with Mr. Berg.

Gouncil consensus is not to allcw Northfork Develofment to
vary from the established street grid in Ramsey.

Mr. Goodrich referred to the Jarvis Street issue and stated
that it is a street bordering the Northfork development; it
is half in Ramsey and half in Elk River. Ramsey has few or
or no residents using Jarvis Street. Elk River may improve
Jarvis Street someday; it is difficult to put a fair
figure on the improvement costs that Nortbfork should pick
up; it is unfair to consider assessing the one Ramsey
resident on that street for the improvenents. Mr. Goodrich
suggested deleting the subject of Jarvis Street from the
develol~ent agre~nent and when there is petition for
improvements to Jarvis, it can be done as a special
asses~ent project.

Mr. Raatikka stated that Elk River has no plans to upgrade
Jarvis in the near future; they did not respond to the idea
of putting it on their MSA syst~. Mr. Raatikka suggested
that it might be possible to make Jarvis a joint MSA system
with Ramsey and Elk River.

Council consensus is to include in the development a
requirement that the developer place a $10,000 non-
refundable escrow with the City to be used for maintenance
of Jarvis Street ~W and this requirement is in order to
refund the City for anticipated damage that construction
vehicles and other traffic generated by the development
July 29, 1985
