Councilmember Oos stated that a lot of seminars are a waste <br />of time and money; the City pays for the individual <br />attending and his time away fr~m City Hall. <br /> <br />Mr. Schnelle stated that he screens seminars very <br />carefully. <br /> <br />Councilmember Reimann reiterated that he feels seminar <br />attendance should be a negotiated item; there should be a <br />trade-off; the City should not have to foot the whole bill. <br /> <br />Mayor Heitman stated that if Ramsey is going to progress as <br />a City, there have to be intelligent people working for the <br />City. It r~nains within Gouncil's purvie~ to deny <br />attendance. <br /> <br />Police (~ief Aus~os stated that just about every seminar <br />officers attend have the subject of vicarious liability <br />attached to it. Many co~uni ti es have l~wsuits for <br />vicarious liability at costs 6-7 times their ann,_~] budget. <br />Very few seminars benefit the officer more than they <br />benefit the city. <br /> <br />Councilmember Reimann noted that the City is reimbursed by <br />the State for officer education. <br /> <br />Mayor Heitman inquired if there has been a gross misuse <br />of seminar attendance by employees. Mayor Heitman stated <br />that he is of the opinion that the City Administrator <br />should call the shots and make sure Staff is receiving <br />the appropriate amount of update and information to do <br />their job. Mayor Heitman stated that he would like to see <br />verification for attendance. <br /> <br />Oouncilm~mber Cox stated that a lot of seminars do nothing <br />but perpetuate s~mething that a lot of us don't believe in <br />or do not pertain to Ramsey's situation. <br /> <br />Mr. Schnelle stated that Ramsey is designated as a Group 5 <br />city and is pushed by State law into these positions; <br />Ramsey is required to be able to do things. <br /> <br />Motion by Councilm~nber Schlueter and seconded by Mayor <br />Heitman to adopt Resolution #85-137 regarding seminar <br />attendance with the following amenc~ents: (Please refer to <br />resolution file for Resolution %85-13~. <br /> <br />1.
